Acquisition of the 3,36 acres of private land will prevent future <br /> development that could have a negative impact on the regional trail <br /> corridor and Long Lake Regional Park, The land is visually an integral <br /> part of the large group picnic area and compliments the park's natural <br /> landscape features. Specifically, the land will protect the integrity of a <br /> significant outward view from the large group picnic area and vantage <br /> points along a trailway, thereby enhancing the overall quality of the park <br /> and trail user's experience, <br /> C. Acquisition Policies <br /> The following acquisition policies are included in Ramsey County's <br /> Comprehensive Plan as adopted by the Board of Ramsey County <br /> Commissioners on December 8, 1991 (Resolution #80-1198), <br /> 1, Ramsey County shall receive approval of its land acquisition proposals <br /> from the governing body of the municipality in which the respective . <br /> projects are located. <br /> 2, Ramsey County shall not cause the removal of any owner from his/her <br /> residence in an existing habitable dwelling, unless said dwelling or its <br /> occupancy threatens the public health, safety or welfare, However, an <br /> owner occupant can request the County to initiate its eminent domain <br /> authority as a means to resolve an equitable purchase price, In such <br /> cases when acquisition of large acreage owner occupied land is required <br /> for public open space purposes, a plot which includes the dwelling and is <br /> consistent with local zoning ordinances shall be deferred from said <br /> acquisition, <br /> 3, Ramsey County shall make reasonable efforts to acquire land by <br /> negotiated purchase prior to utilization of the power of eminent domain, <br /> Negotiations for the acquisition of open space shall be based upon <br /> values established by qualified real estate appraisers. <br /> 4, Ramsey County shall ensure that the use of all lands acquired for open <br /> space purposes will remain consistent with those purposes in perpetuity, <br /> except when portions of said open space are required for the alignment <br /> of public service systems, provided such systems are compatible with <br /> the County's intended use for the respective areas and are not . <br /> detrimental to the immediate environment. <br /> VIII-2 <br />------------ <br />
