Goals and Objectives <br /> To provide a guide and framework for the orderly acquisition, development, <br /> management and operation of Rice Creek North Regional Trail Corridor so <br /> as to accommodate the present and future outdoor recreation and <br /> transportation needs of residents within the service area of the corridor. <br /> 1. To provide a regional recreation open space unit that is consistent with <br /> the "Regional Trail Corridor" classification as specified by the Recreation <br /> Open Space Development Guide/Policy Plan adopted by the <br /> Metropolitan Council.) <br /> a. To provide a linear corridor for recreational trail activities, such as <br /> walking, bicycling, in-line skating, jogging and cross-country skiing. <br /> b. To provide a multi-use trail corridor that interconnects regional <br /> recreation open space sites. <br /> c. To provide a multi-use trail corridor that intersects with other regional <br /> trail corridors. <br /> . d. To provide a trail corridor that intersects with and interconnects local <br /> trail networks. <br /> e. To provide trailheads (support facilities) at access points and the <br /> junction of regional recreation trail corridors. <br /> f. To provide facilities that are physically accessible to all segments of <br /> the population, including the aged and handicapped. <br /> g. To provide recreational facilities of sufficient length to alleviate <br /> deficiencies within the service area, and of such quality to enhance <br /> user satisfaction. <br /> 2. To implement a design that respects the integrity of the natural resource <br /> base. <br /> a. To select an alignment that is tolerant of proposed trail activities. <br /> b. To avoid alteration of significant undisturbed natural areas. <br /> c. To preserve the drainage and storage functions of the corridor's <br /> natural hydrologic systems. <br /> d. To preserve significant and sensitive wildlife habitats and protect the <br /> dependent wildlife populations. <br /> e. To preserve and protect sites and/or ruins of historical, geological <br /> and archaeological significance. <br /> . <br /> 11-1 <br />
