MEMORANDUM <br /> DATE: July 13, 1998 <br /> TO: May" "d C"y C",,;I ~ <br /> FROM: Kevin Ringwald, Assistant to the City Administrator <br /> SUBJECT: Resolution #98-49, Supporting a Joint Livable Comm ilIes Grant <br /> application for the Neighborhood Commons Project (County Road D <br /> corridor) <br /> Request <br /> The Staff is requesting that the City Council approve Resolution #98-49, which is attached as <br /> Exhibit A. Resolution #98-49 would support a $500,000 joint Livable Communities Grant <br /> application for the Neighborhood Commons project. <br /> Back~round <br /> The Cities of Arden Hills, New Brighton, Roseville, and Shoreview have developed a common <br /> vision and cooperative working relationship as part of the North Metro I-3SW Corridor <br /> . Coalition. Through this relationship the Community Development Directors of these <br /> communities have an interest in breaking the barriers of borders and encouraging neighborhoods <br /> to determine the redevelopment of common comers along the County Road D corridor. The <br /> three comers would be County Road D and Cleveland Avenue, County Road D and New <br /> Brighton Road/Lake Johanna Boulevard, and County Road D and Lexington Avenue. These <br /> three comers are in need ofredevelopment and improved connections to the local and regional <br /> trail systems. <br /> The goals of this project are to: <br /> 1. Provide a multi-jurisdictional livable community with better physical and neighborhood <br /> linkages. This would require a partnership between Arden Hills, New Brighton, <br /> Roseville, Shoreview, Ramsey County, and Metro Transit. <br /> 2. Implement redevelopment concepts at each intersection to create "common" meeting <br /> places for social interaction. <br /> 3. Establish design guidelines that will encourage integrated common design elements, <br /> reducing fragmentation or duplication of development between communities at their <br /> borders and solidifying the neighborhood concept. <br /> 4. Develop land use plans at comers to inelude an integrated pattern with a mix of uses such <br /> as neighborhood retail, job centers, transit, and where appropriate affordable housing. <br /> 5. Implement a common public streetscape design at each intersection and develop these <br /> themes with community input. The public streetscape design would include landscaping, <br /> . architectural elements, lighting, sidewalks, trails, and signage. <br /> ------- <br />
