CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: October 8, 1998 <br /> TO: Brian Fritsinger, City Administrator <br /> FROM: Dwayne Stafford, Public Works Director Y) <br /> SUBJECT: 1999 Street Improvement Feasibility Report <br /> Back~round <br /> The Arden Hills City Council, at its August 31, 1998 Council meeting, adopted Resolution #98- <br /> 56 authorizing the City Engineer to prepare a Feasibility Report for the 1999 Street Improvement <br /> Project. This project includes seal coating projects and the reconstruction of West Round Lake <br /> Road, Phase II. Phase II is the segment of Round Lake Road between the Indykiewicz property <br /> and the railroad tracks to the south. Council previously received the Feasibility Report for the <br /> reconstruction of Phase I, the north end of West Round Lake Road through the Indykiewicz <br /> property, including the West Round Lake RoadlHighway 96 intersection. <br /> 1992 West Round Lake Road Improvements <br /> . In early 1992, West Round Lake Road had deteriorated to the point where it was nearly <br /> impassable. Many complaints were received of damaged vehicles as a result of the road <br /> condition, and at least one property owner had his attorney write the City asking for "immediate <br /> action to alleviate this serious problem." <br /> At a Council meeting on February 101h, 1992, Councilmember Mahowald argued that any repairs <br /> to the roadway be short term in nature. <br /> In March of 1992, the City Council ordered a Feasibility Study for improving West Round Lake <br /> Road. The results of that study showed the potential need for a four lane roadway when the <br /> Gateway area was developed. However due to the uncertainty of when this development would <br /> occur and the high estimated costs of reconstruction, the City Engineer reconmlended the cold <br /> in-place recycling method of improvement as a temporary solution to the deteriorated road <br /> condition. <br /> A Public Hearing was held, and the Council agreed with the City Engineer's recommendation. <br /> There were no public comments. Council agreed to proceed with the proj ect. After recei ving the <br /> bids for the improvement, an Assessment Hearing was held, at which time the assessment rate of <br /> $11.00 per front foot was established. Again there were no public comments. <br /> . <br />
