<br /> At the Monday, September 28, 1998, City Council meeting the property owner informed the City <br /> Council that if the home was to be torn down that he be allowed to tear down the structure. The <br /> Staff would have concerns about the property owners ability to tear down the structure in a . <br /> timely manner (ie., less than 30 days). Additionally, the property owner would be responsible <br /> for the sewer and water disconnects, removal of the foundation, and filling in the basement with <br /> suitable material and compacting and seeding that area. <br /> Budget Impact <br /> The City has received three bids from area contractors for the demolition of the home at 1369 <br /> Forest Lane. The bids are as follows: <br /> CONTRACTOR BID AMOUNT * <br /> Ray Anderson & Sons $7,200.00 <br /> Frattalone Excavating & Grading $8,300.00 <br /> LeRoy J. Houle Contracting $14,500.00 <br /> * Does not include asbestos abatement, well removal, oil tank removal, etc., <br /> The expenditure of funds for this activity has not been accounted for in the 1998 budget. <br /> However, the City has received authorization from the Court to recover its cost in this <br /> project, though either an assessment on the property or a judgement against the property <br /> owner. <br /> The values of the adjacent properties (land only) range from $37,100 to $51,000 and average . <br /> $41,380. The property (land only) is currently valued at $37,400. In evaluating the value of <br /> the property at 1369 Forest Lane, the Staff would conclude that the value of the adjacent <br /> properties are such that the City has a high likelihood of recovering its cost through assessing <br /> the property. <br /> Recommendation <br /> The Staff recommends authorizing Ray Anderson & Sons proceeding with the demolition of <br /> the home at 1369 Forest Lane and assess all the costs of this project against the subject <br /> property. <br /> . <br />
