<br />. <br /> PROJECT SCHEDULE <br /> The following schedule has been prepared based upon City Council acceptance of this <br /> feasibility report on October 13, 1998: <br /> Accept Feasibility Report October 13, 1998 <br /> Approve Plans and Specifications! <br /> Authorize Advertisement for Bids December 28, 1998 <br /> . Bid Opening January 22, 1999 <br /> Award Contract January 25, 1999 <br /> Begin Construction February 15, 1999 <br /> Complete Construction August 27,1999 <br /> Assessment Hearing for the commercial properties is proposed to be scheduled at the end of <br /> the construction proeess instead of prior to the project as is typically done in Arden Hills. <br /> Discussion <br /> Construction activities which may be possible to begin during winter months would include <br /> removals, utility construction and earthwork depending on weather conditions. Therefore <br /> there is some merit to having the construction contract in place over the winter as progress <br />. could be made, however it would not be reasonable to require a contractor to complete work <br /> over the winter since weather is such an unpredictable factor. <br /> As was presented with the phase 1 feasibility report, the council should consider the merits of <br /> combining both phases one and two of the West Round Lake Road project and bidding as <br /> one project this winter with a construction schedule which would match the schedule outlined <br /> above. Combining the two projects may help minimize costs associated with staging and <br /> constructing temporary transitions to the existing roadway, traffic control utility extensions. <br /> If the projects are bid separately, both will be active early next year which may create <br /> potential problems with contractors getting in each other's way. Intermediate deadlines for <br /> traffic signal work and realignment of West Round Lake Road at Highway 96 could be <br /> included in the contract to insure that this part ofthe work is completed as soon as possible. <br /> It is estimated that between 2% and 5% of the total construction cost may be realized as a <br /> result of bidding the two projects together thereby increasing the overall seope significantly. <br /> City administrative costs would also realize a savings by combining the projects. <br />. <br /> 8 <br /> ---------- <br />
