This year Public Works got two complaints for driving across the end of driveways and pushing .
the snow into their yards on cul-de-sacs, so we stopped the new practice in two areas. It is a no
win situation!
Public Works has had sewers televised on all the roads scheduled for reconstruction in 1998, plus
the sewer easement south of Stowe Avenue and North Hamline A venue where the odor problem
exists, The City also had the Smv1ell residence sewer service televised to make sure the odor
problem in that area was not the result of anything in their line. The televising on this showed no
defects in either line. Results of the other TV works have not been returned, as of yet.
Mr. Stafford and Mr. Brown will be meeting with Bethel Officials this week to make them aware
of their findings on the odor problem to date, Public Works has assurances from one company
that the odor problem can be eliminated with the installation of a $10,000 chemical applicator;
however, this is a forever maintenance item that may be hard to sell. This applicator is currently
being used on MCES problem areas.
The Public Works Superintendent has talked to and met on site with four companies concerning
upgrading the City lift stations. The thinking of the Public Works Superintendent and the City
Engineer is that the best option is to construct a new wet well manhole along side the existing lift
stations and install submersible sewage pumps in this manhole. This may cost slightly more up
front, but would give the City the best system available. Public Works may be able to do a .
substantial amount of work in house, saving at least $5,000 per station. Public Works would like
to update one station every two years at an average cost of approximately $50,000 each. Mr.
Post has $60,000 budgeted for these upgrades this year, and in the years 2000 and 2002,
The Public Works Superintendent will be completing the annual performance reviews this month
and has realized significant improvements in Public Works Employees accomplishments and
work habits.
The entire Public Works Department has room for improvements yet; but the Superintendent
feels we are on the right track,
Test holes have been drilled on Glenpaul Avenue between New Brighton Road and Cleveland
Avenue to determine the condition of the road base under the blacktop, It appears that little if
any base exists below the asphalt, which may make an overlay a waste of money. Mr. Brown is
expected to make a recommendation of this issue soon,
Gatewav Proiect
The sanitary sewer work has been completed now and the new segment is in use, A small
portion of the water main will be installed, then it is expected that the contractor will elect to shut
down for the winter, due to the increasing frost.
.
