Walsh, Parks and Recreation Director <br /> SUBJECT: Resolution 98-13 Authorizing Plans and Specifications for a City Trail <br /> Culvert <br /> Background <br /> The bituminous trail between Hamline A venue and Cummings Park crosses a wetland area. <br /> There is an old wooden pedestrian bridge that crosses over this wetland area to connect the trail. <br /> This bridge has become inadequate and unsafe. At my request, the previous City Engineer <br /> inspected the area and recommended that the bridge be replaced with a culvert. The culvert <br /> would then be covered with bituminous surface. <br /> Cost Estimate <br /> The previous City Engineer estimated that the project would cost $10,000, Consequently, the <br /> . park maintenance budget includes a $10,000 expenditure under buildings and grounds <br /> maintenance for this project. Greg Brown from BR W, the City's new engineer, has inspected the <br /> situation and believes that the original cost estimate is probably too low. <br /> Draftin~ of Plans <br /> Greg Brown has explained that the estimated quantities the City previously received may be low. <br /> However, the only way to be sure is to draft a plan and obtain price quotes from contractors. <br /> Since the project is under $25,000, it is not necessary to go through the formal bid process. The <br /> estimated cost of having BR W prepare a cross section plan is $200. This is a necessary step to <br /> get contractors to provide a price quote. <br /> Recommendation <br /> Staff recommends that Council pass Resolution 98-13 authorizing plans and specifications for <br /> the construction of a City trial culvert. Once I have the plans, I will contact contractors for price <br /> quotes. <br /> . <br />
