CITY OF ARDEN HILLS . MEMORANDUM DATE: February 4, 1998 TO: Brian Fritsinger, City Administrator FROM: Dwayne Stafford, Public Works Director SUBJECT: 1998 Street Improvements Background On December 8, 1997, the Arden Hills City Council approved Resolution #97-59, Authorizing the Preparation of Detailed Plans and Specitications for the Proposed 1998 Street Improvement Project. Council also directed Staff to review the recommendation made by the Public Works Director to do a bituminous overlay of Glen paul Avenue. Plans and Specifications The Public Works Director has reviewed and approved the plans and specifications with the City Engineer suggesting only minor changes. Council may note that, included in the plans is the replacement of a culvert on Hamline A venue and Ingerson Road, and the relocation of a fire hydrant between Carroll's Furniture and the Holiday Inn on County Road E. . G1cnpaul Rcvicw BR W has taken soil samples below the pavement on G1enpaul A venue in several areas. Analysis of these samples indicate little; if any, road base material (Class 5) exists below the blacktop, and soil conditions are less than adequate to support an overlay and assure a desirable longevity. Council may note that Glenpaul Avenue was not included in the plans, as the City Engineer and Public Works Director felt Council should be aware of these findings before proceeding further on G1enpaul. Stowe Avenue The Public Works Director had earlier informed Council that the sewer main servicing the Stowe A venue residents had a history of problems. It was the Director's understanding that this line would be televised and evaluated to determine if a new line should be installed on Stowe Avenue as part of reconstruction. This line has been televised and has been determined to be in good condition except for some minor repair needs. Recommendation The City of Arden Hills Public Works Director recommends Council adopt Resolution #98-22, Approving Plans and Specifications, and Ordering the Advertisement for Bids in the Matter of the 1998 Street Improvement Project. The Director reminds Council that the Glenpaul overlay is not part of the plans and specifications and recommends Glenpau1 be considered for total . reconstruction at a future date. The Director also does not recommend the installation of a new sanitary sewer line on Stowe Avenue, as the existing line is in generally good condition.
