<br /> MINUTES DO AFT <br /> m'~ ' <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> SPECIAL CITY COUNCIL MEETING <br />e FEBRUARY 17, 1998 <br /> 4:45 P.M. - ARMY RESERVE CENTER <br /> CALL TO ORDER/ROLL CALL <br /> Pursuant to due call and notice thereof, Acting Mayor Dale Hicks called to order the <br /> Special City Council meeting at 4:50 p.m. <br /> Present: Councilmembers Beverly Aplikowski and Paul Malone with Mayor Probst <br /> arriving at 4:51 p.m. and Councilmember Susan Keirn arriving at 4:54 <br /> p.m. <br /> Also present were City Administrator, Brian Fritsinger; Community Development <br /> Director, Kevin Ringwald; Public Works Superintendent, Dwayne Stafford; Parks and <br /> Recreation Director, Cindy Walsh; Administrative Secretary, Sheila Stowell; and <br /> Financial Consultant, Steve Apfelbacher, of Ehlers and Associates. <br /> ADOPT AGENDA <br />. MOTION: Councilmember Aplikowski moved and Council member Malone seconded a <br /> motion to adopt the agenda for the February 17, 1998, Special City Council <br /> meeting as presented. The motion carried unanimously (3-0). <br /> UNFINISHED AND NEW BUSINESS <br /> A. Resolution #98-23, Awarding the Sale of General Obligation Tax Increment Bonds, <br /> Series 1998A; Fixing Their Form and Specifications; Directing Their Execution and <br /> Delivery; and Providing for Their Payment <br /> Mr. Post explained this action is related to the public improvements, which are part of the <br /> Gateway Business District (GBD) development project with Welsh Company. <br /> Mr. Apfelbacher presented a bid tabulation, ~ copy of which is attached hereto and made <br /> a part thereof, in accordance with the Terms of Proposal of the Bond Sale Report. <br /> MOTION: Councilmember Malone moved and Councilmember Hicks seconded a motion to <br /> adopt Resolution #98-23, Awarding the Sale of $3,1 00,000 General Obligation <br /> Tax Increment Bonds, Series 1998A; Fixing Their Form and Specifications; <br /> Directing Their Execution and Delivery; and Providing for Their Payment. The <br />. motion carried unanimously (5-0). <br />
