<br />. The Lake Johanna Beach area is in dire need of upgrading. The concept plan provides for <br /> its modernization, while maintaining its current essential functions (ie., beach, beach house, <br /> play area, picnic area, and boat launch). The upgrading of this area is constrained by the <br /> relative locations of Lake Johanna Boulevard and Lake Johanna. The principal area of <br /> discussion related to this area seem to be the pedestrian linkage to the area to the north and <br /> the amount of parking at the boat launch. <br /> The Lake Johanna recreation area (north of Lake Johanna Boulevard) has been redesigned <br /> to accommodate the needs oflarge group outings, inclLlding parking. The principal area of <br /> discussion related to this area seems to relate to the safety of the unpaved trail adjacent to <br /> Lake Johanna Boulevard. <br /> The Hudson Road area is a part of the park which is currently thc most under utilized portion <br /> of the park for park purposes. This area contains the Ramsey County compost site, which <br /> is proposed to be kept as part of this plan. The concept plan provides for a picnic shelter and <br /> parking lot to the south of Hudson Road, with numerous trails emanating outward from this <br /> trailhead. <br /> The major impediment to moving people and animals to the Ramsey County Library <br /> trailhead is the Minneapolis, Saint Paul, and Sault Saint Marie Railroad right-of-way. The <br /> plan provides for an underpass, as wcll as links through Charles Perry Park, to link the <br /> northern and southern portions of the park into a cohesive unit. North of the tracks the park <br />. would consist entirely of trails and natural areas. <br /> Deadline for Agency Actions. The City of Arden Hills received the complete application for <br /> this request on January 11, 1998. Pursuant to Minnesota State Statute the City must act on this <br /> request by Thursday, March 12, 1998 (60 days), unless the City provides the petitioner with <br /> written reasons for an additional 60 day review period. The additional review period would <br /> extend to Monday, May II, 1998. The City may with the petitioners consent extend the <br /> review period beyond the Monday, May II, 1998 date. <br /> Lastly, if the City denies the petitioners request, "... it must state in writing the reasons for the <br /> denial at the time that it denies the request." <br /> Recommendation. The Planning Commission recommends approval of the Special Use <br /> Permit (Concept), in Planning Case 98-04, subject to the following conditions: <br /> 1. Submittal for site plan approval prior 10 the commencement of construction of any <br /> part or phase of this project. <br /> 2. Compliance with the zoning determination of Exhibit D, pages I and 2 of2 of the <br /> Staff memorandum dated February 4,1998. <br /> 3. Compliance with the City's Shoreland Ordinance. <br /> 4. Encouragement to the City Council to address, with Ramsey County, to the extent <br /> necessary, signage on both sides of Lake Johanna Boulevard and east of the parking <br />. areas to address overflow boat and car parking on both sides of Lake Johanna <br /> Boulevard. <br />
