MEMORANDUM <br /> DATE: February 23, 1998 <br /> TO: M,,,,,,,, Ci<, C,",dl ~ <br /> FROM: Kevin Ringwald, Community Development Directo <br /> SUBJECT: Community Development Department Activities February of 1998 <br /> The following summarizes the activities of the Community Development Department for <br /> February of 1998. <br /> Planning and Zoning <br /> 1. City of Arden Hills, Zoning Ordinance amendment - prohibiting pawnshops, <br /> Planning Case 98-03. The amendment would prohibit pavillshops from operating in the <br /> City. The City Attorney has concluded that this activity does not involve constitutionally <br /> protected activity and that the State Enabling Legislation provides Cities the flexibility on <br /> whether or not to license these activities. <br /> The Planning Commission is still moving forward on its proposed regulation of Adult <br />e Uses and Gunshops. I would anticipate that these amendments will be tentatively <br /> discllsscd before the commission in April. <br /> 2. Francis Husnik, SUP amendment-storage building, 4605 Prior Avenue, Planning <br /> Case 98-05. The owner of the Arden Manor Mobile Home Park is requesting an <br /> amendment to the existing SUP to construct a three car storage building (garage) adjacent <br /> to their offices. <br /> 3. Scott Roberts, Site Plan-retail building, 1160 Red Fox Road, Planning Case 98-06. <br /> The owner wishes to construct a 15,000 square foot retail building on the vacant parcel at <br /> the southeast corner of Red Fox Road and Dunlap Street. The site is currently a parking <br /> lot for semi-trailers. The Staff has been working with the owner trying to correct that <br /> code violation and upgrade that corner. <br /> 4. Bethel College, SUP amendment-traffic/Site Plan-dormitory/building expansion, <br /> 3900 Bethel Drive, Planning Case 98-07. 'Fhe applicant wishes to modify a condition of <br /> their SUP (81-5) which deals with traffic from their campus. The SUP states: "Traffic <br /> generated by the norrnal college use shall not exceed volumes anticipated for low to <br /> medium density (approximately 3 to 4.5 dwelling units per acre) residential development <br /> of the site (approximately 3200 to 3300 trips per day." As part oftheirrecent update of <br /> their Master Plan, the applicant was directed to conduct a traffic study to determine its <br /> compliance with this condition. The traffic study that was completed, by Stanley <br />. Consultants, concludes that the college is currently generating 4,840 trips per day and <br /> could ultimately be as high as 5,670 trips per day. <br /> m <br />
