<br /> '2- <br /> &~Ig}r A.-/ <br /> 2- <br /> ASSESSMENT NOTICE - PAGE TWO <br /> 1998 STRF:RT TMPROVEMRNTS PROJECT . <br /> DRFRRMRNT <br /> The payment of special assessments may be deferred at the discretion of the City Council <br /> for any homestead property owner by a person 65 years of age or older or retired by virtue <br /> of a permanent and total disability for whom it would be a hardship to make the payments. <br /> The homeowner shall apply for the deferment of special assessments on forms available <br /> from the City Administrator. <br /> Where the deferment is granted, the City shall notify the County Auditor to record a notice <br /> with the Ramsey County Recorder setting forth the amount deferred assessment and interest <br /> accruing thereon. <br /> The option to defer special assessment payments shall terminate and all amounts <br /> accumulated, plus interest, shall become due and payable in any of the following instances: <br /> l. Death of the owner, provided that the spouse is otherwise not eligible for the benefits; <br /> 2. Sale, transfer, or subdivision of the property or any part thereof; <br /> 3. If the property loses its homestead status; <br /> 4. If the taxing authority deferring the payment determines that there would be no <br /> hardship to require immediate or partial payment. <br /> APPRAT. PROCF.DlfRF. . <br /> An owner may appeal an assessment to'Ramsey County District Court under MS Statutes, <br /> Sec. 429.081, by serving the appeal notice to the Mayor or City Administrator within 30 <br /> days from adoption of the assessment roll and by filing such notice with the District Court <br /> within ten days after service upon the Mayor or City Administrator. <br /> PA YMF.NT PROCF.DURF. <br /> Prior to the assessment being certified to the County Auditor, you may prepay the <br /> assessment principal amount directly to the City. No interest will be charged ifthe amount <br /> is paid in full within thirty days from adoption of the assessment resolution, or prior to May <br /> 1,1998. Partial prepayments of at least 50 percent are authorized by City ordinance. <br /> Interest on this assessment will be determined when the final assessment roll resolution is <br /> adopted. <br /> After May I, 1998, unpaid assessments will be certified to Ramsey County and payments <br /> will no longer be accepted by the City. However, you may still choose to prepay the <br /> assessment in 1998 and not have it appear on 1999 and later property tax statements by <br /> making principal and accrued interest payment directly to the Ramsey County Auditor prior <br /> to November 15, 1998.
