Rate ofTnterest to be accrued if assessment is not prepaid <br /> Interest for this assessment will be determined after the assessment Public Hearing <br /> when Council adopts the final assessment roll. <br /> 6. \Vhat is the appeal procedure? <br /> If a property owner does not believe the proposed assessment provides <br /> commensurate benefit to the property, the owner may appeal the assessment. In <br /> order to appeal to district court, the property owner must serve notice upon the <br /> Mayor or City Administrator/Clerk within 30 days of adoption of the assessment <br /> roll. The property owner can only do this after having filed a written, signed . <br /> objection prior to the assessment hearing or having presented the objection to the <br /> Mayor at the assessment hearing: The notice of appeal must be filed with the Clerk <br /> of the district court within ten (10) days after being served to the City <br /> Administrator/Clerk. <br /> I hope that this information assists you with your understanding of the formal hearing <br /> notice. The City encourages your attendance at the assessment hearing since your property <br /> is directly affected by the proposed improvements. If you have any questions or concerns <br /> about your proposed assessment, I would encourage you to provide them in writing to City <br /> staff prior to the hearing. Staff could then review these issues and be better prepared to <br /> respond to these issues at the hearing.
