<br />-------- <br /> <br /> <br />~~ . <br />. <br /> <br /> <br /> <br /> <br /> <br />Bethel College 1997 <br />Traffic Study <br /> <br /> <br /> <br />Purpose and Scope <br /> <br />The City of Arden Hills, Minnesota (City), issued an Amended Special Use Permit (1] to <br />Bethel College on July 27,1981. The applicable special condition of the Special Use Permit <br />(SUP) is repeated below. <br /> <br />6. TraffIC generated by the normal college use shall not exceed volumes anticipated . <br />for low to medium density (approximately 3 to 4.5 dwelling units per acre) <br />residential development of the site (approximately 3200 to 3300 trips per day). <br /> <br />In 1996 Bethel College prepared an updated Master Plan for the campus. During the <br />Master Plan's review process, it was agreed (by Bethel College and the City) that a campus <br />traffic study would be completed. The objective of the study was to determine the impact <br />that the college has on adjacent roadways, namely Highway 511Snelling Avenue to the east <br />and Old Highway 10IHamline Avenue to the west. <br /> <br />In January 1997 Stanley Consultants, Inc. (SCI), was retained by Bethel College to perform <br />the traffic study. In addition to the study scope described in the preceding paragraph, the <br />scope of work was to include a determination of the applicability of trip generation <br />relationships that were established for the college in 1978. <br /> <br /> <br />Campus/Local Traffic Description <br /> <br />The main roadway which passes through the Bethel College Campus is the east-west <br />oriented, "Bethel Drive," Access to and from Bethel Drive is achieved at two locations, At <br />the east end of campus, traffic accesses Bethel Drive from southbound Snelling <br />Avenuef[runk Highway 51. Access into campus at this location is closed from approximately <br />11:00 p,m. to 6:00 a.m. every night by means of a gate. At the west end of campus, traffic <br />accesses Bethel Drive from Hamline Avenue/Old Highway 10. In addition, there exists a <br />"frontage road" to Snelling Avenue on the east side campus.
