The frontage road can be accessed both from campus and directly from Snelling Avenue. <br /> According to a 1995 Minnesota Department of Transportation (Mn/DOT) traffic count, the <br /> average weekday traffic on northbound and southbound Snelling Avenue, just north of <br /> County Road E, was respectively 16,651 and 15,797 vehicles per day (vpd) or a total of 32,448 <br /> vpd in both directions. According to a 1997 Ramsey County traffic count, the average <br /> weekday traffic on Old Highway 10 (between County Roads E and E2, just south of Bethel <br /> Drive) in both directions combined was 8,397 vpd. Appendix A contains data from the <br /> Mn/DOT and Ramsey County traffic counts. Note that the Mn/DOT and Ramsey County <br /> data is raw data, with no adjustments for season or day of the week. <br /> According to Bethel College personnel, a certain amount of traffic on Bethel Drive is <br /> generated by vehicles simply using the roadway as a shortcut between Old Highway 10 and <br /> Snelling Avenue, It is estimated that this "through traffic" may comprise as much as ten <br /> percent of the traffic on Bethel Drive. <br /> Study Description <br /> Beginning in late 1996 traffic counts were recorded at three locations on campus. As shown <br /> on Figure 1, counts were taken at the west end of Bethel Drive near its intersection with Old <br /> Highway la, at the east end of Bethel Drive near its intersection with Snelling Avenue, and <br /> on the east frontage road. <br /> . Traffic counts were taken during each of the four school-year semesters: Interim Semester - <br /> January 6 through January 28, Spring Semester - February 3 through May 16, Summer <br /> Semester - May 28 through June 19, and-Fall Semester - September 2 through December 10, <br /> In most cases, traffic counts were obtained using simple "road-tube" counters which count <br /> traffic in both lanes without distinguishing directionality or time relationships, The exception <br /> to use of road-tubes was during the fall semester when "sprite" counter systems were used <br /> on the two main campus entrances. Sprite counting systems do distinguish direction of <br /> vehicles and record traffic versus time. <br /> As a supplement to the automatic traffic counting, SCI and Bethel College provided periodic <br /> manual traffic counts during each of the four semesters, Data sheets from these counts are <br /> included in Appendix B, <br /> Study Results <br /> Complete results of the traffic study are contained in Appendix B, including: <br /> .
