The memorandum determined a range <br /> of approximately 3,200 to 3,300 vehicle trips per day based the number of dwelling units <br /> (D.U,) on campus as summarized in Table 3 below. <br /> Table 3 . The Metropolitan Council, Minnesota Department of <br /> Transportation, Regional Transit Board, and the Transportation Advisory Board lead an <br /> effort to develop a comprehensive travel survey of the Minneapolis-St. Paul metro area. The <br /> study, known as the "1990 Travel Behavior Inventory" (TBI) was completed in 1994. Key <br /> points from the TBI, as indicated in its summary report [4] include: <br /> . From 1970 to 1990 population grew 20 percent, to-work trips grew 50 percent, other <br /> trips grew 75 percent. <br /> . In 1970 33 percent of households owned two or more cars, in 1990 65 percent. <br /> . In 1970 there were an average of 1.25 autos per household, in 1990 1.7 autos per <br /> household. <br /> . On a typical weekday 8,860,600 resident person trips are made, 72.4 percent by auto <br /> drivers, 21.0 percent by auto passengers, 2.5 percent by public transit, and 4.1 percent <br /> by other. <br /> . On a typical weekday, 83.5 percent of all residents make one or more trips and <br /> during the course of that day, an average of 3.87 trips per resident are made, and <br /> 93 percent of these trips are by automobile. <br /> .
