Using the percentages of internal and <br /> external traffic associated with the east frontage road given in Table I, the total external <br /> traffic at the east entrance can be computed to be: <br /> 1,358 vpd + 36% (282 vpd) - 64% (282 vpd) = 1,279 vpd. <br /> Therefore, the average 1997 traffic at Bethel College can be computed to be 4,096 + 1,279 <br /> = 5,375 vpd. Reducing this value by ten percent to account for "through traffic., results in <br /> . an estimated traffic volume of approximately 4,840 vpd. <br /> As indicated earlier, a 1995 Mn/DOT', traffic count determined that the average weekday <br /> traffic on Snelling Avenue totalled 32,448 vpd and a 1997 Ramsey County traffic count <br /> determined the average weekday traffic on Old Highway 10 to be 8,397 vpd. Therefore, the <br /> contribution of Bethel College to traffic on adjacent roadways can be computed to be: <br /> 4,840 vpd -;. (32,448 vpd + 8,397 vpd) = 12 percent. <br /> Bethel College's Master Plan proposes an increase in student enrollment from approximately <br /> 2,120 to 2,400 students, an increase of approximately 13 percent. Assuming a proportional <br /> increase in campus traffic generation, the enrollment increase would result in an increase in <br /> campus traffic to on the order of 5,500 vpd. <br /> . . . . . <br /> Additional results of the traffic study are discussed below: <br /> . Direct observation of vehicle traffic was performed periodically throughout the study. <br /> Figure 2 presents the results of the direct observation, i.e., directional tendencies of <br /> vehicles. <br /> . Figure 3 presents a graphical representation of time versus directional vehicle traffic <br /> at the east entrance during the fall semester.
