CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: April 17, 1998 <br /> TO: Mayor and City Council <br /> FROM: Brian Fritsinger, City Administrato@ <br /> SUB,mCT: Department of Army Rcquest for Rctroccssion <br /> Retrocession <br /> The City of Arden Hills has received documentation requesting comments regarding the efforts <br /> of the Department of Army to retrocede the legislative jurisdiction at TCAAP to the State of <br /> Minnesota. <br /> Background <br /> The City of Arden Hills previously responded to a similar request from the U.S. Army Reserve <br /> Center. This request was resolved in 1995 after almost five (5) years of discussion and <br /> negotiation. This request included the 29.04 acres associated with the Army Reserve Center. <br />. The current request from the Department of Army includes jurisdiction over 2,180.81 acres of <br /> the arsenal property. This is the remainder of the site, excluding the Army Reserve Center, <br /> Archery Range, and MnDOT property. <br /> Request Sllecifics <br /> The Army has indicated the City of Arden Hills ceded ownership ofTCAAP property to the <br /> federal government during World War II. Currently, federal laws preclude the City or State from <br /> asserting control over TCAAP property. <br /> Related to providing services, the primary responsibility of the City will be to provide police and <br /> fire protection services. The City \vill need to meet with Ramsey County and the Lake Johanna <br /> Volunteer Fire Department (LJVFD) to negotiate the costs associated for providing these <br /> services. The Council might recall that one of the problems with providing these services is that <br /> the arsenal does not offset the costs through property taxes and United States Code specifically <br /> prohibits the contracting for performance ofthese duties. <br /> Suggested Action <br /> The City Council should discuss the pro's and con's of agreeing to the retrocession. Should the <br /> Council elect to respond positively to the request, various issues related to the process should be <br /> identified. <br />. BF Isls <br />
