CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: April IS, 1998 <br /> TO: Brian Fritsinger, City Administrator <br /> FROM: Terrance Post, City Accountant@ <br /> SUBJECT: TCAAP Water System Considerations <br /> On March 19, 1998, you and I met with Commander Fix of the Twin City Army Ammunition <br /> Plant (TCAAP) at Mr. Fix's invitation to discuss the facility water system. I believe the basic <br /> purpose of the meeting was to gauge the level of interest on behalf of the City of Arden Hills in <br /> assuming operating responsibility for the current water infrastructure system. During the course <br /> of the discussion, a number of issues surfaced. Following is a list of them in no particular <br /> pri 0 ri ty 0 rder. <br /> 1. The existing infrastructure system is approximately sixty (60) years old. This aging <br /> watermain layout is not necessarily supportive of future TCAAP development locations. <br />. 2. Maintaining the existing system is extremely costly for the facility budget. In addition to <br /> low volume and maintenance cost factors, infrastructure repair and replacement capital <br /> costs are increasing annually. <br /> ~ From the facility's point of view, the best outcome would be to sell the existing water <br /> ~. <br /> system to an outside vendor, purchase water at or below current costs from the vendor, <br /> and absolve itself from all future infrastructure replacement liability issues by having the <br /> vendor own the sixty-year old system. <br /> 4. From the City's point of view, the best outcome would be to add TCAAP to the existing <br /> City water distribution system and have TCAAP be responsible for the capital costs of <br /> the new watermains by means of a connection fee. <br /> 5. By means of a prior agreement with the City of Mounds View, once the City of Arden <br /> Hills begins supplying water to the facility, TCAAP transfers from a Mounds View <br /> sanitary sewer customer to an Arden Hills sanitary sewer customer. <br />. <br />
