MEMORANDUM <br /> DATE: April 24, 1998 <br /> TO: Mayor and City Council <br /> FROM: Brian Fritsinger, City Administrato~ <br /> SUBJECT: Staff Reorganization <br /> Background <br /> The City Council, at its April 20, 1998 Worksession, discussed the reorganization of City statY. <br /> This discussion included the duties of existing staff members and the creation of other new <br /> positions. <br /> - The City Council had identified that it was supportive of the reorganization and creation of the <br /> following positions: <br /> . Assistant to the City Administrator <br /> . Associate Planner <br /> . . Half-time Building official <br /> . Support Clerk/Secretary <br /> Staff continues to refine the positions based on the conversations with the City Council, but is <br /> prepared to request action on three organizational issues. <br /> 1. Creation of Assistant to City Administrator Position <br /> 2. Creation of Associate Planner Position <br /> 3. Study of Pay Plan <br /> Assistant to the City Administrator <br /> The Assistant to the City Administrator will be responsible for coordinating special projects as <br /> assigned by the City Administrator. Projects will be in the areas of economic development, <br /> administration, legislative, and intergovernmental relations, as well as other areas. <br /> Based on the conversations at the 1998 Retreat, the creation of this position is a direct result of <br /> the goals/projects which were prioritized by the City Council. The position would be created <br /> with a two (2) year appointment in mind, with further consideration of its extension at that time. <br /> This position is expected to be filled through an internal posting process, and will have a typical <br /> six (6) month probation associated with it. Until such time that the pay plan is re-evaluated, a <br /> specific salary range and points cannot be determined. However, based on the existing plan, a <br /> . range of $42 - $56,000 would be realistic. <br />
