CITY OF ARDEN HILLS
. MEMORANDUM
DATE: April 22, 1998
TO: Mayor and City Council
FROM: Cindy S. Walsh, Parks and Recreation Director c5:J
SUBJECT: April Department Report
Parks and Recreation Commission
The Commission meets on Tuesday, April 28. They will be reviewing the Trail Comprehensive
Plan and making further recommendations for changes or additions. I expect the Commission to
also spend a lot of time on the Park Fund budget and prioritizing projects.
Rich Straumann, the newest Commission member, has been attending the meetings. The
Commission now has nine members. I believe that this is sufficient. I do not recommend adding
additional members unless we have resignations.
Seminars and Conferences
. I attended the Minnesota State Bicycle Conference on Friday, March 27 and Saturday, March 28.
The sessions I attended included; trail design standards, sighting and taking care ofliability
concerns, and regional and local plan trail planning. At this conference, I was also made aware
of the Bicycle Planning and Facility Workshop sponsored by the State of Minnesota. :MNDOT
allowed me to attend and waived the registration fee. Although the material focused on planning
for bicycle trails and on-road bike lanes, a lot of the design guidelines and problem solving
sessions were very helpful for the planning of future facilities.
Ramsey Countv Sheriff Park Watch Program
I have been working with the Sheriffs department to patrol our park areas on a regular basis.
They have started a Park Watch Program in their contract cities to encourage nearby residents to
report vandalism etc... as they see it occurring. The Ramsey County CAO's (Community Affairs
Officers) are helping with this effort. I am hoping that this program can help to alleviate some of
the problems we have had at Valentine Park and on County Road F (Lake Valentine Road).
Renaming Lindev's Park
In light of the discussion we had at the Council work session about the possibility of
redeveloping Freeway Park and selling the Lindey's area, I would like to postpone the permanent
renaming of the Park. Giving it a name and then considering the possibility of selling it seems to
be contradictory. Unless Council expresses a desire to go ahead with the renaming, I intend to
wait until the redevelopment possibility can be analyzed in greater detail.
.
