Memorandum, New City Hall Report <br /> Page Three <br /> August 31, 1998 <br /> What is the Project Schedule? <br /> Subject to the Council's approval of the Planning Case and construction plan preparation, the <br /> recommendation is to complete construction documents by November 2, 1998, This will allow a <br /> bid opening on December 3, 1998, and City Council approval of the bids on December 14, 1998, <br /> Staff still needs to resolve the audio visual needs issue, This will require a consultant to be <br /> brought on board and may lengthen the time necessary to complete plans by 3 - 4 weeks, <br /> The goal is to allow for Council approval in January, 1999, and for construction to begin in <br /> April, 1999, <br /> What is the Status of the Land TransferlLease Agreement? <br /> Staff will be meeting with the National Guard and its attorneys on September 14, 1998 to begin <br /> discussions and negotiations on the lease agreement. <br /> Architect Fee <br /> The original architect fee of Architectural Alliance was based on an assumed building size of <br /> 12,000 square feet, and an assumed construction budget of $1,120,000, With the continued <br />. delays in proceeding with plan preparation, and the increase in building size, the architects have <br /> expressed an interest in discussing their design fees, <br /> Other Site Relatcd Issues <br /> The City Council has recently discussed proceeding with the Phase II planning efforts at <br /> TCAAP, One of the outcomes of this study would be additional information that may, or may <br /> not, affect Arden Hills' interest in the re-use of the arsenal. One of the questions the City <br /> Council may wish to consider, prior to proceeding with preparation of plans is, in the case that <br /> the implementation of the plan is found to be unfeasible or untimely, "Does the City Council still <br /> believe that TCAAP is the best site for City Hall?" In other words, "What affect, if any, does the <br /> Phase II planning process have on the City Hall site selection?" <br /> Onc of the issues which may affect this is timing, The following timeline attempts to convey the <br /> best estimate dates for completion of certain components of the re-use plan and City Hall <br /> construction, If the City were to delay construction until after the Phase II study is complete, the <br /> City would need to either complete construction plans now, or extend its lease on current space, <br /> In the case that the City were to elect to locate city hall elsewhere, it would want to consider <br /> preparation of construction plans on another site, <br />. <br /> ___n ____ <br />
