<br /> . <br /> . <br /> The City Council on February 23, 1998, approved the Special Use Permit (Concept <br /> Approval) for the redevelopment of Tony Schmidt Park, at 3500 Lake Johanna Boulevard, . <br /> in Planning Case 98-04, subject to the following conditions: <br /> I. Submittal for site plan for approval prior to the commencement of construction of <br /> any part of phase of this project. <br /> 2. Compliance with the zoning determination as set forth in the Staff memorandum <br /> dated February 4, 1998, Exhibit D, pages 1 and 2 of 2. <br /> 3. Compliance with the City's Shoreland Ordinance. <br /> 4. Encouragement to the City Council to address, with Ramsey County, to the extent <br /> necessary, signage on both sides of County Road E and east of the parking areas to <br /> address overflow boat and car parking on both sides of County Road E. <br /> 5. Pavement of the trail which is offset from the north side of Lake Johanna Boulevard <br /> from Siems Court all the way to the west to terminate at County Road E and into the <br /> main trail. <br /> The Phase I construction activities south of Lake Johanna Boulevard consist of <br /> reconstructing the beach parking area, boat launch parking area, small boat tie-up area, and <br /> interior trails areas. These planned improvements are consistent with the direction provided <br /> in the approval of the concept plan. <br /> The Phase I construction activities north of Lake Johanna Boulevard consist of <br /> reconstructing the recreation parking area, trails, and the overflow boat parking area. These . <br /> planned improvements are consistent with the direction provided in the approval of the <br /> concept plan <br /> Deadline for Agency Actions. The City of Arden Hills received the complete application for <br /> this request on July 10, 1998. Pursuant to Minnesota State Statute the City must act on this <br /> request by Tuesday, September 8,1998 (60 days), unless the City provides the petitioner with <br /> written reasons for an additional 60 day review period. The additional review period would <br /> extend to Friday, November 7,1998. The City may with the petitioners consent extend the <br /> review period beyond the Friday, November 7,1998 date. <br /> Lastly, if the City denies the petitioners request, ..... it must state in writing the reasons for the <br /> denial at the time that it denies the request." <br /> Recommendation. The Planning Commission recommends approval of Planning Case #98- <br /> 21, site plan (Phase I construction), including parking lot setback variances for right-of-way <br /> (15 feet proposed when 20 feet is required) and Lake Johanna (20 feet proposed when 50 feet <br /> minimum is required) based on the "Findings-Parking Lot Setback Variances (Right-of-Way <br /> and Lake Johanna)" section of the Staff report dated July I, 1998, and subject to the <br /> following conditions: <br /> 1. Approval of the grading, drainage, and erosion control plans by the Rice Creek <br /> Watershed District; . <br />
