The Planning Commission recommends approval of Planning Case 98- 20, Variance, rear yard setback variance for the attached garage addition (24 feet proposed when 30 feet is required) based on the "Findings-Rear Yard Setback Variance (attached garagelhouse addition)" section of the staff report dated July 1, 1998 and the side yard setback variance for the attached garage addition (five feet proposed when seven feet is required) based on the "Findings-Side Yard Setback Variance (attached garagelhouse addition)" section of the staff report dated July 1, 1998, subject to compliance with the plans and specifications as shown on Exhibit A of the staffreport dated August 5, 1998. Update. None required. 3. Case #98-04, Site Plan (Phase I construction)Nariances, Ramsey County-Tony Schmidt Park, 3500 Lake Johanna Boulevard Request. The applicant requests concept approval of a Site Plan for planned upgrades (Phase I construction) to Tony Schmidt Park (Exhibit C). The request also includes parking lot setback variances for right-of-way (15 feet proposed, when 20 feet is required) and Lake Johanna (20 feet, when 50 feet minimum is required). . Background. Ramsey County is proposing to redevelop, in several phases, Tony Schmidt Park in Arden Hills. The redevelopment plan consists of improvements in the area ofthe Lake Johanna Beach and the creation of an extensive trail network from this point up to the parks northerly terminus on County Road F, west of the Mounds View High School. The redevelopment plan was accomplished with the assistance of the Tony Schmidt Park Task Force. The City of Arden Hills was represented on the task force by: Gregg Larson (Planning Commission); Jim Johnson (Parks and Recreation Commission); David Wold (Resident); Kristine Poelzer (Resident); and Tom Mulcahy (Resident). Ramsey County subsequently requested approval of a SUP (concept plan) from the City. The Planning Commission on February 4, 1998, recommended approval of the Special Use Permit (Concept), in Planning Case 98-04, subject to the following conditions: I. Submittal for site plan approval prior to the commencement of construction of any part or phase of this project. 2. Compliance with the zoning determination of Exhibit D, pages I and 2 of2 of the Staff memorandum dated Febmary 4,1998. 3. Compliance with the City's Shoreland Ordinance. 4. Encouragement to the City Council to address, with Ramsey County, to the extent necessary, signage on both sides of Lake Johanna Boulevard and east of the parking areas to address overflow boat and car parking on both sides of Lake Johanna Boulevard. .
