None required. <br /> 3. Case #98-04, Site Plan (Phase I construction)Nariances, Ramsey County-Tony Schmidt <br /> Park, 3500 Lake Johanna Boulevard <br /> Request. The applicant requests concept approval of a Site Plan for planned upgrades (Phase <br /> I construction) to Tony Schmidt Park (Exhibit C). The request also includes parking lot setback <br /> variances for right-of-way (15 feet proposed, when 20 feet is required) and Lake Johanna (20 <br /> feet, when 50 feet minimum is required). <br /> . Background. Ramsey County is proposing to redevelop, in several phases, Tony Schmidt <br /> Park in Arden Hills. The redevelopment plan consists of improvements in the area ofthe <br /> Lake Johanna Beach and the creation of an extensive trail network from this point up to the <br /> parks northerly terminus on County Road F, west of the Mounds View High School. The <br /> redevelopment plan was accomplished with the assistance of the Tony Schmidt Park Task <br /> Force. The City of Arden Hills was represented on the task force by: Gregg Larson <br /> (Planning Commission); Jim Johnson (Parks and Recreation Commission); David Wold <br /> (Resident); Kristine Poelzer (Resident); and Tom Mulcahy (Resident). Ramsey County <br /> subsequently requested approval of a SUP (concept plan) from the City. The Planning <br /> Commission on February 4, 1998, recommended approval of the Special Use Permit <br /> (Concept), in Planning Case 98-04, subject to the following conditions: <br /> I. Submittal for site plan approval prior to the commencement of construction of any <br /> part or phase of this project. <br /> 2. Compliance with the zoning determination of Exhibit D, pages I and 2 of2 of the <br /> Staff memorandum dated Febmary 4,1998. <br /> 3. Compliance with the City's Shoreland Ordinance. <br /> 4. Encouragement to the City Council to address, with Ramsey County, to the extent <br /> necessary, signage on both sides of Lake Johanna Boulevard and east of the parking <br /> areas to address overflow boat and car parking on both sides of Lake Johanna <br /> Boulevard. <br /> . <br />
