ARDEN HILLS PLANNING COMMISSION - AUGUST 5. 1998 4
The question of accommodating a Police or Fire Department was raised and Mr. fritsinger stated .
that a stand-alone bui1ding(s) would need to be constructed to service those needs.
Commissioner Rye inquired about shields for the proposed lighting. Ms. Sterner showed a
sketch of the lighting which indicates it is directed outward. She also stated that there were
internal louvers so as not to cause the direct discharge of light.
Commissioner Sand stated his concern about the noise caused inside of a structure with a metal
roof. Additionally, he was concerned about the severe slope of the standing seam metal roof
towards the entry way and the drainage and ice problems that this could cause if improperly
designed. Mr. Vesterholt said there would be a drain to collect the water. Commissioner Sand
said he wanted the whole roof drainage area to be reviewed in more detail.
Commissioner Sand stated that he also had a concern regarding the louvers being used on the
windows on the west and north elevations. He asked if the architect could describe how the
louver section would function with the windows behind it. Ms. Sterner said there would be a
separate piece on the exterior of the building, but that detail has not yet been fully developed. It
is expected to be precast metal or concrete. Commissioner Sand asked if any thought had been
given to alternative shading. He was concerned whether the vertical shading is right for the
westerly side of the building.
Additionally, he referred back to the entry area and asked if accessability had been addressed
given that the site plan show steps. Ms. Sterner stated that the steps have been removed. .
Commissioner Nelson inquired about the exterior of the building. Ms. Sterner displayed a
sample of the proposed exterior of the structure which consists of Kasota stone, she also noted
that brick was being considered as an alternate due to budgetary constraints.
Commissioner Nelson asked if additional staff would be necessary if community activity were
increased. Mr. Fritsinger said the City Council is still discussing how the community room will
be used. However, if community activities are significantly increased from there current levels,
then additional staff resources may be necessary.
Commissioner Duchenes questioned if the handicap parking spaces were located il1 the most
convenient place. Ms. Sterner showed on the site plan how a handicapped person would gain
access to the building and that the parking spaces are correctly located for that purpose.
Commissioner Sand asked how far the City Hall parking lot would be from the Army Reserve
Center. Mr. Ringwald indicated that he was unsure of the exact distance but the City Hall site is
approximately half way between Hamline and Lexington A venues.
.
-~
---- --------
