Commissioner Sand stated that Shoreview created rental income from their community room and <br /> he asked if any thought had been given to pursuing such a scheme, especially because of the <br /> setting overlooking the lake. <br /> Mr. Fritsinger said that there has been considerable conversation about such a plan and much of <br /> it is driven by cost. The community space is designed so kitchen amenities can be added for this <br /> purpose. The outdoor patios enhance the desirability of this space. However, in conversations <br /> with City Manager who oversee such facilities they do generate revenue, but generally these <br /> revenues do not cover the expenditures. <br /> Commissioner Sand asked jfthe Commissioners would see this plan again. Mr. Ringwald said <br /> that unless the plans were to change drastically, it would not come back for further review by the <br /> Planning Commission. <br /> Commissioner Sand moved seconded by Commissioner Rye to recommend approval of <br /> Planning Case #98-09, Special Use Permit for a 15,102 square foot City Hall, at the <br /> southeast corner of Sunfish Lake, subject to the following conditions: <br /> I. If the City Hall construction precedes the reconstruction of Highway 96, the City <br /> will coordinate with Ramsey County for the provision of a temporary median cut; <br /> 2. Reorganize the employee parking area to minimize conflicts; <br /> 3. The smallest amount of bare ground is exposed for as short as time as feasible; <br /> . 4. Temporary ground cover, such as mulch, is used and permanent ground cover, <br /> such as sod, is established; <br /> 5. Methods to prevent erosion and trap sediments are employed; <br /> 6. Fill is stabilized to accept engineering stal1dards, approved by the City Engineer; <br /> 7. Approval of the grading, sedimentation, and erosion control plan by the RCWD; <br /> 8. Modification of the landscape plan such that the appropriate number of caliper <br /> inches has been provided in the 4.5 inch to 5 inch range; <br /> 9. Compliance with the Sign Ordinance; and <br /> 10. That the entrance way detailing be studied to assure adequate protection for ice <br /> and water runoff from the roof. <br /> The motion carried unanimously (5-0). <br /> Chair Erickson said this mattcr would go before the Council on August 31, 1998. <br /> CASE #98-20 - DAN AND STACY KUBAT - 3459 LAKE JOHANNA BOULEY ARD - <br /> VARIANCE (REAR AND SIDE YARD SETBACKS) <br /> Mr. Ringwald cxplained the applicant is requcsting approval of a rear yard setback variance (24 <br /> feet proposed when 30 feet is required) and a side yard setback variance (five fcet proposed when <br /> seven feet is required) for an attached garagelhouse addition on a single family lot zoned R-2. <br /> . <br /> -- <br />
