The motion carried unanimously (5-0). <br /> Chair Erickson said this matter would be before the City Council on August 31, 1998. <br /> CASE #98-21 - RAMSEY COUNTY (PARKS AND RECREATION DEPARTMENT)- <br /> 3500 LAKE JOHANNA BOULEV ARD - SITE PLAN (PHASE I)fV ARIANCES - PUBLIC <br /> HEARING <br /> Chair Erickson requested verification of the public hearing notice. Mr. Ringwald verified notice <br /> of public hearing in the Bulletin on July 22,1998. <br /> Commissioner Rye asked that he be excused from the meeting. <br /> Chair Erickson gave an overview of the public hearing process, then opened the public hearing at <br /> . 9:19p.m. <br /> Chair Erickson said the Commissioners would receive the presentation of staff and open the <br /> meeting to the floor. Then the public hearing will be closed and the Planning Commission <br /> would deliberate and then make a recommendation to the City Council. <br /> Mr. Ringwald explained the applicant requests concept approval of a site plan for planned <br /> upgrades (Phase I construction) to Tony Schmidt Park. The request also includes parking lot <br /> setback variances for right-of-way (15 feet proposed when 20 feet is required) and Lake Johanna <br /> (20 feet proposed when 50 feet minimum is required). <br /> Mr. Ringwald explained that Ramsey County is proposing to redevelop, Tony Schmidt Park in <br /> Arden I-Iills, in several phases. He stated that earlier this year, the Planning Commission and <br /> City Council reviewed and approved a concept plan for improvements to Tony Schmidt Park and <br /> the Ramsey County Park system north of that going up to Mounds View High School. The <br /> applicant is now requesting site plan approval of Phase I of those improvements. <br /> The Phase I construction activities south of Lake Johanna Boulevard consist ofreconstructing <br /> the beach parking area, boat launch parking area, small boat tie-up area, and interior trails areas. <br /> These planned improvements are consistent with the direction provided in the approval of the <br /> concept plan. The Phase 1 construction activities north of Lake Johanna Boulevard consist of <br /> reconstructing the recreation parking area, trails, and the overflow boat parking area.
