Commissioner Rye moved, seconded by Commissioner Sand to recommend approval of Planning Case #98-20, Variance, rear yard setback variance for the attached garage addition (24 feet proposed when 30 feet is required) based on the "Findings-Rear Yard Setback Variance (attached garage/house addition)" section of the staff report dated July 1, 1998 and the side yard setback variance for the attached garage addition (five feet proposed when seven feet is required) based on the "Findings-Side Yard Setback Variance (attached garage/house addition)" section of the staff report dated July 1, 1998, subject to compliance with the plans and specifications as shown on Exhibit A of the staff report dated August 5,1998. The motion carried unanimously (5-0). Chair Erickson said this matter would be before the City Council on August 31, 1998. CASE #98-21 - RAMSEY COUNTY (PARKS AND RECREATION DEPARTMENT)- 3500 LAKE JOHANNA BOULEV ARD - SITE PLAN (PHASE I)fV ARIANCES - PUBLIC HEARING Chair Erickson requested verification of the public hearing notice. Mr. Ringwald verified notice of public hearing in the Bulletin on July 22,1998. Commissioner Rye asked that he be excused from the meeting. Chair Erickson gave an overview of the public hearing process, then opened the public hearing at . 9:19p.m. Chair Erickson said the Commissioners would receive the presentation of staff and open the meeting to the floor. Then the public hearing will be closed and the Planning Commission would deliberate and then make a recommendation to the City Council. Mr. Ringwald explained the applicant requests concept approval of a site plan for planned upgrades (Phase I construction) to Tony Schmidt Park. The request also includes parking lot setback variances for right-of-way (15 feet proposed when 20 feet is required) and Lake Johanna (20 feet proposed when 50 feet minimum is required). Mr. Ringwald explained that Ramsey County is proposing to redevelop, Tony Schmidt Park in Arden I-Iills, in several phases. He stated that earlier this year, the Planning Commission and City Council reviewed and approved a concept plan for improvements to Tony Schmidt Park and the Ramsey County Park system north of that going up to Mounds View High School. The applicant is now requesting site plan approval of Phase I of those improvements. The Phase I construction activities south of Lake Johanna Boulevard consist ofreconstructing the beach parking area, boat launch parking area, small boat tie-up area, and interior trails areas. These planned improvements are consistent with the direction provided in the approval of the concept plan. The Phase 1 construction activities north of Lake Johanna Boulevard consist of reconstructing the recreation parking area, trails, and the overflow boat parking area.
