<br /> ARDEN HILLS PLAllliING COMMISSION - AUGUST 5. 1998 9 <br /> . Chair Erickson said there was a great deal of concern about the amount of parking on Lake <br /> Johanna Boulevard. He said the Commission is not encouraging additional use of the lake, but <br /> providing parking for those who use the lake. Efforts are being made to not park on the road. <br /> There will be some signage near the small paved lot indicating where to park. <br /> Hearing no further comments, Chair Erickson closed the public hearing at 9:27 p.m. <br /> Chair Erickson asked that the petitioner outline where the locations are for the proposed <br /> buildings in subsequent phases. Larry Wacker, Sanders, Wacker, Bergly, Inc., Landscape <br /> Architect Planners, showed a site plan which detailed the relocated bathhouse and toilet facility. <br /> He also detailed the location of the picnic shelter and other proposed structures on the north side <br /> of Lake Johanna Boulevard. <br /> Chair Erickson noted that Mr. Ringwald discllssed in the Staff memorandum that the trail <br /> adjacent to the north edge of Lake Johanna Boulevard is not part of this phase. Mr. Wacker said <br /> it would be part of another phase. He showed a sketch of the area and described a base level of <br /> trails in Phase 1. The second phase will deal with two architectural elements, the beach building, <br /> and the shelter north of Lake Johanna Boulevard. <br /> Mr. Wacker further described the sequence of the project. Chair Erickson understood that the <br /> trails at Lake Johanna are planned to connect with other trails and that was confirmed. Mr. <br /> Wacker said work will continue with what is available at the time. <br /> . Mr. Mack said work could begin this fall with approval on removal of undesirable vegetation. <br /> Chair Erickson asked Mr. Ringwald if there was any problem with the County regarding the <br /> Lake Johanna setback variance. Mr. Ringwald said that the Staff reviewed it as they would any <br /> other variance request. <br /> Commissioner Duchenes asked if it was reasonable to look at a condition that would require the <br /> posting of Lake Johanna Boulevard as 'No Parking.' Mr. Ringwald stated that this is ajoint issue <br /> with Ramsey County and the City. Additionally, the Planning Commission recommendation on <br /> the Master Plan included a condition that encouraged the City Council to address necessary <br /> signage in that area with the County. <br /> Commissioner Sand expressed his great pleasure in seeing this coming to fruition; it will <br /> improve greatly the lifestyle in Arden Hills. 1t will bring more people to the park, but that is the <br /> reason we have parks. <br /> Commissioner Sand referred to the beach and asked if there would be a improvement to the <br /> boundary between the beach and the grass area. Mr. Mack stated there would be an edger placed <br /> to maintain the delineation between to the two ground covers. <br /> . <br /> -- <br />
