<br /> ARDEN HILLS PLANNING COMMISSION - AUGUST 5. 1998 10 <br /> Commissioner Sand stated there are a lot of enhancements being proposed for the park and asked <br /> ifthere was any provision for people in wheelchairs who may want to use the beach. Mr. . <br /> Wacker responded that is being reviewed by the County. He also noted that in other parks in the <br /> metropolitan area improvements have been provided to allow wheelchair users access to the <br /> water. <br /> Chair Erickson called for additional comments or questions and there were none. <br /> Commissioner Sand moved, seconded by Commissioner Nelson to recommend approval <br /> of Planning Case #98-21, site plan (Phase I construction), including parking lot setback <br /> variances for right-of-way (15 feet proposed when 20 feet is required) and Lake Johanna <br /> (20 feet proposed when 50 feet minimum is required) based on the "Findings-Parking Lot <br /> Setback Variances (Right-of-Way and Lake Johanna)" section of the Staff report dated <br /> July 1, 1998, and subject to the following conditions: <br /> 1. Approval of the grading, drainage, and erosion control plans by the Rice Creek <br /> Watershed District; <br /> 2. The smallest amount of bare ground is exposed for as short as time as feasible; <br /> 3. Temporary ground cover, such as mulch, is used and permanent ground cover, <br /> such as sod, is established; <br /> 4. Methods to prevent erosion and trap sediments are employed; <br /> 5. Fill is stabilized to accepted engineering standards, approved by the City <br /> Engineer; <br /> 6. Approval of the necessary wetland impact permits from the Rice Creek Watershed . <br /> District, Minnesota Department of Natural Resources, and the U.S. Army Corps <br /> of Engineers; and <br /> 7. Compliance with Section VI, E, 3, of the ZOl1ing Ordinance (Lighting) is required. <br /> The motion carried unal1imously (5-0). <br /> Chair Erickson said this matter will be before the City Council on August 31. <br /> COUNCIL REPORT <br /> Councilmember Malone announced thc appointment of Stephen Baker as thc new Planning <br /> Commission member. <br /> Councilmember Malone reported that Case #98-16, Terry McCleary, regarding a lot split, was <br /> withdrawn. He also reported that Case #98-19, Thomas Whittles, was approved. <br /> Councilmember Malone stated the City has been working with Roseville to coordinate the <br /> ordinances relating to water llses on Lake Josephine. The Sheriffs department would appreciate <br /> having only one ordinance to enforce on the lake. <br /> Councilmembcr Malone commented on the proposed Fox 29 TV Tower on TCAAP.
