Chair Erickson indicated they may need for more language in the motion for approval. <br /> Mr. Ringwald suggested if the house lost it's legal nonconforming status, the variance would <br /> expire. DRAFT <br /> Chair Erickson stated this seemed reasonable. <br /> Commissioner Sand moved, seconded by Commissioner Baker to amend the motion to <br /> state that in respect to the attached porch the approval for the setback variance would <br /> expire in the event that the porch looses it's legal nonconforming use status.. The motion <br /> carried unanimously (5-0). <br /> COUNCIL REPORT <br /> Councilmember Aplikowski reported that the Council discussed the budget and the preliminary <br /> levy limit and that the Council is moving towards using the full levy limit allowed, which is 3.2 <br /> this year, approximately $59,000. She stated that the last couple of years the limit has been <br /> under 2.0 which only allows about $35,000 extra and if they want to get some of the things done <br /> that are currently on the books, they will need to go to the full levy limit. She indicated that this <br /> should not impact the residents much. <br /> Councilmember Aplikowski stated the Truth in Taxation hearings will be held on December 7, <br />. 1998 and ifmore time is needed it is scheduled to continue on December 14, 1998. <br /> Councilmember Aplikowski reported they held a public hearing on the Lake Josephine/Joint <br /> Powers Agreement at the last Council meeting and the agreement was approved. <br /> Commissioner Sand asked what the agreement was regarding. <br /> Councilmember Aplikowski stated it is for the water surface use of the lake, controlling the <br /> speed of the boats and the direction of the wakes. <br /> Councilmember Aplikowski announced the appointment of a new Department Secretary, Susan <br /> Holmes. <br /> Councilmember Aplikowski reported the decision was made to take bids for the demolition of <br /> the old City Hall. She also stated that regarding the Planning Case for the new City Hall, the <br /> Council has voted to move ahead with the construction plans. She indicated it was not a <br /> unanimous vote, with hers being a vote of denial because she feels Ihe land should be secured <br /> before moving ahead with the plans for constmction. She said it is anticipated that ground will <br /> not be broken until Spring of next year. <br /> Commissioner Sand asked if the funds have been accumulating for this project over time so there <br /> will not be a need for additional tax monies. <br />. Councilmember Aplikowski stated the cost of the building has gone up quite a bit and while <br /> there is 1.3 million dollars put aside for this project, there are other funds which can be used and <br /> renewed. She indicated this will impact other projects down the road and they will be using <br /> '- <br />
