PROPOSED IMPROVEMENTS <br /> Hi~hway 96 Imorovements (Ramsev County) <br /> The proposed reconstmction of Highway 96 includes a single point diamond interchange <br /> between 1-35W and Highway 96. Single point diamond interchanges include a central signalized <br /> intersection located in the center of the bridge deck itself to accommodate through traffic on <br /> Highway 96 and left-turning traffic from Highway 96 and 1-35W. The interchange design also <br /> includes unobstructed right turn ramps to accommodate traffic turning right from both Highway <br /> 96 and 1-35W. This type of interchange design provides for high volume of traffic movement <br /> cspecially when a large percentage of traffic is turning left to exit or enter the freeway system. <br /> The improvements to Highway 96 are currently under design by Ramsey County and are <br /> cxpected to be complete within three years. <br /> The remainder of Highway 96 is proposed to be reconstructed into a four lane divided highway <br /> with turn lanes, shoulders and a raised median throughout similar to the segments nearing <br /> completion in Shoreview and Vadnais Heights. <br /> Pro\losed Roadwav Imllrovements <br /> West Round Lake Road will be realigned through the lndykiewicz property to provide a new <br /> intersection with Highway 96 approximately 150 meters (500 feet) east of the current <br />. intersection. The proposed intersection location will provide adequate separation between the <br /> proposed interchange with 1-35W and Highway 96. The intersection will initially be constructed <br /> as a tee intersection however, as a part of the Highway 96 reconstruction, the entrance to the <br /> Arden Manor Mobile Home Park will be relocated to be opposite of West Round Lake Road. <br /> West Round Lake Road will be built to MnDOT State Aid Standards. West Round Lake Road is <br /> proposed to be a two lane divided bituminous roadway including curb and gutter with a raised <br /> median. The Highway 96 approach will include double left turn lanes, one through lane and a <br /> right turn lane. The through lane will be closed until the new entrance to the mobile home park <br /> is constructed. One 4.8 meter (16 foot) wide southbound lane will be provided along West <br /> Round Lake Road. The permanent roadway section will continue from Highway 96 to a point <br /> approximately 200 meters (650 feet) south. The last 90 meters (300 feet) of the roadway will be <br /> constructed in a temporary condition to allow for matching into the existing 7.2 meter (24 foot) <br /> wide roadway. <br /> The proposed pavement will be a ten ton design utilizing MnDOT guidelines for flexible <br /> bituminous pavements. The pavement cross-section is assumed to include 6 inches of <br /> bituminous surfacing placed over 12 inches of class 5 aggregate base. A 12 inch sand subbase <br /> with subdrainage pipe will also be constructed to provide for enhanced pavement support, <br /> pavement subdrainage and frost protection. A final pavement section will be determined upon <br /> the completion of soil borings and analysis of the existing subgrade soils. <br />. <br /> 2 <br />
