. Traffic Silmal Imllrovements
The project includes the installation ofa temporary traffic signal at the intersection of West
Round Lake Road and Highway 96. The temporary signal will include wooden poles with traffic
signal heads mounted on span wires running between the poles. The temporary signal system
will include street lighting at the intersection as well. The project includes the installation of
vehicle detectors in the pavement which will be used by the future permanent signal. It is
anticipated that the temporary signal may be used during some phases of the County's
reconstruction project and that the signal controller may be utilized in the permanent signal. The
Highway 96 reconstruction project will include provisions for reconfiguring the temporary signal
during construction phasing and the installation of a permanent signal at the intersection.
Bituminous Trail
a ten foot wide bituminous trail is proposed to be constructed along the eastern edge of the
Indykiewicz property extending to the southern property line. The trail will connect to the
proposed Highway 96 Regional Trail and a future trail extension to the south along Round Lake.
Final trail alignment will depend upon discussions with the U.S. Fish and Wildlife Service.
Lan dsca \l i n f!./S treetl if!.h tin f!.
The project does not include any landscaping, streetlighting or streetscape design elements other
than temporary streetlighting at the proposed intersection with Highway 96. Median and
boulevard areas will be sodded and embankment slopes will be seeded. Landscaping/urban
. design enhancements may be added to the current project scope, included as a part of the phase 2
project or completed through future projects depending on available funding and city priorities.
Watermain Improvements
Proposed watermain improvements include the construction ofa 12 inch diameter watermain
along the proposed roadway alignment. Connections to the existing 8 inch watermain at both
ends of the project are proposed to maintain a continuous watermain loop. The phase 2
project for West Round Lake Road would extend 12 inch diameter watermain south to
connect to the existing 12 inch watermain at Gateway Court (installed as a part of the 14th
Street Improvements). An 8 inch diameter stub is proposed to serve the future
redevelopment of the northwest portion of the Indykiewicz property. An existing 8 inch
diameter watermain runs along existing West Round Lake Road alignment then runs east
along Highway 96. The existing watermain would be abandoned between the two proposed
connection points with the new 12 inch diameter watermain to allow for the future
redevelopment of the northwest quadrant of the Indykiewicz property.
The replacement of 8 inch diameter watermain with 12 inch diameter watermain along West
Round Lake Road was originally recommended in the City Water System Master Plan
prepared in 1990. The upgrade should provide for enhanced pressures and fire flow capacity
in the Gateway Business District. The current city public works director and city engineer
concur with this recommendation from the 1990 plan. Exhibit 4 illustrates the proposed
watermain improvements.
. 3
