<br /> ------.- <br />ARDEN HILLS CITY COUNCIL - SEPTEMBER 14, 1998 4 <br />Mr. Post noted that, although the capital budget items do not appear in terms of expenditures in <br />the budget, these capital items will appear as fixed asset additions and will appreciate over their . <br />useful life. <br />Mr. Post indicated there are some unresolved 1999 budgetary issues which include: <br /> Determining a definite scope for the 1999 PMP, including the impact of reconstmcting <br /> West Round Lake Road upon other candidate streets/activities. It is anticipated that the <br /> City Engineer's Feasibility Report on this item will be available in early October. <br /> Given recent staff turnover and reorganization, a revisiting of salary allocation <br /> assumptions. <br /> The conclusion and discussion of a staffutility rate study upon water, sanitary sewer, and <br /> stoml water utility rates. The preliminary bLldget has assumed a three percent increase in <br /> utility rates. <br /> The timing upon which an outside consultant can be on board for the Phase II TCAAP <br /> planning exercise. <br />Mr. Post stated staff recommends that Council consider adopting Resolution #98-60, Resolution <br />Adopting the Preliminary 1999 Budget. <br />Mr. Post referred to the attachment giving details of the General Funds, Special Revenue Funds, . <br />EOA Funds, Debt Service Funds, Capital Projcct Funds, and Enterprise Funds which comes up <br />to total expenditures of 51 1,758,402. <br />Councilmember Malone stated it may look like a big increase over this year's budget and it <br />would be worth while to point out that unlike a business, the capital expenditures come right out <br />of the budget and the large jump this year is due to the Capital Improvement Projects. <br />MOTION: Councilmcmber Malone moved and Councilmember Keim seconded a motion to <br /> adopt Resolution #98-60, Resolution Adopting the Preliminary 1999 Budget. The <br /> motion carried unanimously (5-0). <br />e. Resolution #98-59, Receiving Preliminary Feasibility Report in the "latter of <br /> Improvement for a Portion of West Ronnd Lake Road and the West Round Lake <br /> Road and Highway 96 Intersection <br />Mr. Stafford noted that, at the August 10, 1998 meeting, the City Council approved Resolution <br />#98-52 authorizing the City Engineer (BR W) to prepare a preliminary feasibility report and plans <br />and specifications for the improvement of a portion on-Vest Round Lake Road, including the <br />West Round Lake Road/Highway 96 intersection. This is the segment through what is now the . <br />Indykiewicz prope11y. This improvement is necessary due to road conditions and to fulfill the <br />City's obligation to improve the roadway as part of the Gateway Development Agreement. <br />
