<br /> ARDEN HILLS CITY COUNCIL - SEPTEMBER 14, 1998 5 <br />. Total estimated costs for this improvement, which include a new 12 inch water main replacing an <br /> existing 8 inch water main, sanitary sewer to handle the property, storm sewer, trail and <br /> temporary traffic signals, are $725,040. These costs do not include necessary property <br /> acquisition. The initial funding for the project will come from the proceeds of previously issued <br /> Tax Increment Financing (TIF) bonds. Ramsey County has indicated that it will reimburse the <br /> City for the County's share of the improvement which is estimated to be 5337,520. <br /> 5hould the Council receive the report, the engineer is estimating completion of plans and <br /> specifications for Council review at its October 13, 1998 meeting. <br /> Mr. Stafford advised that staff rccommends the Council adopt Resollltion #98-59 receiving the <br /> preliminary feasibility report in the matter of improvements for a portion of West Round Lake <br /> Road including the West Round Lake Road and Highway 96 intersection. <br /> Mr. Stafford asked City Engineer, Gregory Brown, to review some of the key points. <br /> Mr. Brown displayed a map to provide a brief overview of the proposed improvement. He <br /> indicated the road \vould travel through 2 curves and corll1ect with Highway 96. The road would <br /> widen and include double left turn lanes, a right turn lane, and a through lane. There would be a <br /> temporary signal light and a stornl sewer system would be constmcted. <br /> Also proposed are water main improvements, including the 12 inch water main recommended in <br />. the 1990 City's water system master plan. Currently there is an 8 inch water main running from <br /> 14th Strect to Highway 96 on Round Lake Road. There are problems with fire flow under <br /> certain conditions and, if the Indykiewicz area were to redevclop and the right-of-way were <br /> vacated, the existing water main would not be functional from a land use standpoint. Therefore, <br /> it is in the City's interest to keep the water main in the public right-of-way. A sanitary stub is <br /> proposed to service the future redevelopmcnt of the area. <br /> Regarding storm drainage improvements, a pond is proposed in the area southeast of the roadway <br /> which will serve the public roadway, (approximately IS - 20 percent of the ser,ice), the parcel, <br /> (approximately 20 - 25 pcrcent). The remaining 60 percent would be Highway 96 and associated <br /> drainage. Once Highway 96 is designed further and thc actual pipe sizes are known, more finn <br /> numbers of the City's participation will be available. <br /> Councilmcmber Larson indicated there were projccted costs for the removal of the water main <br /> and asked if there was any requirement on the City's part to remove the road bed and if there <br /> was, were there any cost associations that wcre not included. <br /> Mr. Brown stated he's not aware of this sort ofrcquirement. lfit was necessary the project <br /> should fall within the 10 percent contingency. He noted the water main could be left in place and <br /> abandoned and ifit gcts in somcone's way in the futurc, they could deal with the removal. <br /> Councilmember Larson asked if there were estimates as far as the through traffic into the mobile <br /> home park. He thought it was surprising to see two left turn lanes designated for this traffic. He <br />. suggested changing one of the left turn lanes for through traffic. <br /> Mr. Brown stated that changing the turn lane could cause conflicts with people turning left and <br /> not using their blinker, blocking those behind them who are traveling forward.
