ARDEN HILLS CITY COUNCIL - SEPTEMBER 14,1998 8
Mr. Fritsinger stated they have the ability, with the notice given to the property owners, to have
access to the site to begin the project. .
Councilmember Larson asked Mayor Probst if the choice he is looking at is to delay the project
until next spring.
Mayor Probst stated what he is suggesting is to look at combining the two proj ects and bidding
the job out as soon as possible so the contractor will have time to do some work yet this fall. He
indicated a concern of the project getting into a frozen condition and the spring thaw causing
more problems.
Mr. Fritsinger suggested there is an opportunity to go back and review the development
agreement and some of the commitments in a more specific manner, to determine what issues
would be related to a delay, and could come back at the next meeting and review those issues.
Councilmember Keirn asked for confinnation on the percentage of estimated savings of bidding
the phases together.
Mr. Brown restated that he estimated a two to five percent cost savings.
Councilmember Keim stated that using 2.5 percent would work out to a savings of approximately
500 hours at 535.00 pcr hour which would more than cover the cost of having a deputy for traffic
control.
Mr. Fritsingcr stated numbcrs have bccn put together with the Ramsey County Sheriff .
Department regarding thc actual cost of traffic control but he does not havc the numbers
available at this timc.
Councilmembcr Kcim statcd hcr point was that the 2.5 percent would mean an overall savings of
approximately 517,000 and shc feels this will more than justify the cost for a deputy.
Mayor Probst suggested proceeding as recommended and to come back at a Worksession to take
action on the plans and specifications and noted the Council does not have to make a final
decision now. He restated his concern for having to leave the project over the winter and having
a largc mess in the spring. He fclt the issue of the first phasc not being under an assessment
program should not bc a deten.cnt and they should be able to track the costs of the two separatc
phases.
MOTION: Councilmembcr Aplikowski moved and Councilmember Keirn seconded a motion
to approve Rcsolution #98-59, Rcceiving Preliminary Feasibility Report in the
Matter of Improvement for a Portion of West Round Lake Road and the West
Round Lake Road and Highway 96 Intersection.
Council member Malone asked, ifplans and specifications were to be available in October,
should the Council sct a date for review.
The motion carried unanimously (5-0). .
