ARDEN HILLS CITY COUNCIL - SEPTEMBER 14, 1998 7
. Mayor Probst asked if the City is obligated to move this year on the first phase of the project.
Mr. Fritsinger stated they just need to deal with traffic control, so if the project is not completed
in 1998, the commitment is to have some sort of traffic control officers out on the street during
peak times.
Mayor Probst asked how much money would be saved by combining the two phases.
Mr. Brown did not have firm dollar amounts, but estimated the first phase to be approximately a
S 700,000 project and the other segment will be about twice that amollOt, totaling perhaps two to
three million dollars, including engineering costs. Based on these assumptions, he estimated
there could potentially be a two to five percent savings in administrative and inspection costs.
Mayor Probst asked what the likelihood was of being able to accelerate the second phase of the
project.
Mr. Brown stated staff intends to have the first feasibility meeting in October and if the City
wanted to accelerate the proj ect he would recommend having the bid in November or December,
but a lot would depend on what happens this winter.
Mayor Probst cxpressed concems about a bid letting for the last half of the project, which has a
low probability of paving before the end of the year, leaving only a temporary road through the
winter.
. Mr. Fritsinger asked Mr. Brown if the feasibility review will be available in October.
Mr. Brown stated it would.
Mayor Probst clarified that there already is a feasibility study.
Mr. Fritsinger concurred and stated they are discussing the review of the study and the
authorization of the plans and speci fications which has not been completed.
Mayor Probst voiced a concern that ifweather is bad early this year, it would be a worse
condition to deal with having to stop halfway through the project than it would be to deal with
traffic control over the winter.
Ivlr. Fritsinger agreed.
Councilmember !\'lalone indicated there is a lot of money at stake and he felt the linking of the
two phases makes sense. He noted there is no requiremcnt to go through the assessment process
before starting the project. He would recommend the idea of a temporary light on a line above
the road, and he felt the idca in the summary to expedite the second half of the project makes
sense.
. Councilmember Larson asked what the implications would be if the agreement has not been
made by the proposed start date of December 10, 1998.
