The applicant is requesting approval of a Site Plan Review for the property <br /> located at 4295 Lexington Avenue to facilitate the construction of a two story 50,400 <br /> square foot office building (Exhibit A). <br /> Background. The DynaMark complex consists of three buildings on three parcels. The <br /> applicant is proposing to add units to the existing building (4265 Lexington Avenue). <br /> The applicant is proposing to add a two story building attached to the existing two story <br /> . building to be headquarters for DynaMark. The development would use the existing <br /> drive between the two existing DynaJ\ilark buildings to the south creating a curved drive <br /> entrance with additional parking in the back. <br /> Deadliue for Agency Actions. The City of Arden Hills received the completed <br /> application for this request on September 3, 1998. Pursuant to Minnesota State Statute, <br /> the City must act on this request by Monday, November 2, 1998 (60 days), unless the <br /> City provides the petitioner with written reasons for an additional 60 day review period. <br /> The additional review period would extend to Thursday, December 31, 1998. The City <br /> may with the petitioners consent extend the review period beyond the Thursday, <br /> December 31, 1998, date. <br /> Lastly, if the City denies the petitioners request, "... it must state in writing the reasons for <br /> the denial at the time that it denies the request." <br /> Recommendation. The Planning Commission recommends approval of Planning Case <br /> 98-24, Site Plan, with the following conditions: <br /> 1. The sewer pipe be bore as to not disturb the existing vegetation. <br /> 2. Staff approval of the revised sewer and water plans. <br /> 3. Applicant satisfy City Engineers requests per September 22, 1998 memo. <br /> 4. Applicant retains permanent vehicular, utility, and pedestrian access rights to the <br /> . properties located at 4255 and 4265 Lexington Avenue. <br /> 5. Work with Control Data to re-design private drive entrance to accommodate main <br /> entrance removing median. <br />
