ARDEN HILLS PLANNING COMMISSION - OCTOBER 7, 1998 2
I. The sewer pipe be bored so as not to disturb the existing vegetation. DRAFT.
2. Staff approval of the revised sewer and water plans.
3. Applicant satisfy the City Engineers requests per the September 22,1998 memo.
4. Applicant retains permanent vehicular access rights to the properties located at 4255 and
4265 Lexington Avenue. (Ms. Randall noted that the address shown in the staff report
should be 4265 not 4419 Lexington Avenue.)
5. Combining parcels at 4295, 4255 and 4265 Lexington Avenue into one tax parcel.
6. Work with Control Data to re-design the private drive entrance by removing or cutting
the median to allow better access to the main entrance.
Ms. Randall stated, regarding condition number five, that the applicant has concerns with
combining the properties into one tax parcel and would like to create some easements for the
entry circle drive in order to secure this entrance in the event either building were to be sold off
in the future. Staff is comfortable with this request.
If the Planning Commission makes a recommendation on this Planning Case, it would be heard
at the Monday, October 26, 1998, regular meeting of the City Council.
Chair Erickson invited anyone in the audience to speak on behalf of Planning Case #98-24. .
Mr. Bill Sikora, CSM Corporation, introduced Mr. Jim Schiller, DynaMark Corporation, and
Lori Johnson, the Civil Engineer. Mr. Sikora indicated he has nothing to add at this point and is
open to answer any questions.
Commissioner Galatowitsch asked if all the buildings were housing offices. Mr. Sikora stated
office is the predominate use and there is no warehousing.
Commissioner Sand referred to paragraph four of the staff report stating that the applicant may
relocate the existing trash dumpsters in the future. He asked if this issue has been resolved and,
ifnot, how the Commission is to handle it. Ms. Randall explained that there are currently two
dumpsters located outside two buildings in the front entrance which the applicant has indicated
may be moved at a later date. The dumpsters meet all Code requirements but may be
aesthetically unappealing for a Headquarters entrance. If the dumpsters are moved inside, and
the building needs extensive modification, the applicant will have to return to the Planning
Commission, and City Council, for approval.
Commissioner Sand asked Mr. Sikora what the tenant's plan is regarding the dumpsters. Mr.
Sikora explained the location of the dumpsters was previously approved for the existing
buildings. With the new design of the front entrance for DynaMark, it was detem1ined that these
dumpsters should be relocated. The issue is not resolved yet and his staff is working on it. .
Commissioner Sand asked what the plan is for the median in the road across from the driveway.
Mr. Sikora explained that the road is private and they are working with Control Data to narrow
up or eliminate the median. Commissioner Sand pointed out that with the median in place,
