Collector and local streets will be <br /> constructed with development as appropriate for the associated land uses. The <br /> planned amount of development in TCAAP is decreased in the updated land use <br /> plan from the 1981 plan, reducing the overall traffic impacts. <br /> Parkways <br /> In 1985 a Parkway System Feasibility Study was prepared by the Parkway Task <br /> Force. This study suggested that several roadways in the City could be designated <br /> as "parkways" and major entrances could be identified as "gateways" to enhance <br /> the visual image of the community. <br /> Parkways are those streets that connect neighborhoods throughout Arden Hills. <br /> The City desires to distinguish these streets through design and landscape <br /> enhancements to provide an aesthetically pleasing streetscape, clearer traffic <br /> patterns, and enhance the visual image of the Community. Specific design themes <br /> for each road will be implemented when the parkway is being upgraded or <br /> improved. <br /> Parkway Routes The candidate parkway routes are shown on Map 7.1 and <br /> include: <br /> . 0 Hamline Avenue (north ofI-694) <br /> 0 County Road F (east of Hamline Avenue) <br /> 0 Snelling Avenue/Old Highway #10 <br /> 0 County Road E2 <br /> 0 Lake Johanna Boulevard <br /> 0 County Road E (east of Snelling Avenue) <br /> 0 Lexington Avenue (south ofI-694) <br /> 0 Cleveland Avenue <br /> 0 TCAAP Road <br /> The intent for the parkways is to improve each with a , <br /> Parkway Objectives <br /> design that addresses the following objectives: <br /> 0 improves safety with a clearer roadway definition <br /> 0 enables safe and appropriate use of roadways for <br /> pedestrians and bicycles in addition to auto traffic <br /> 0 maintains access <br /> 0 enhances the overall visual effect of the street <br /> through design and landscaping <br /> 0 calms automobile traffic in residential areas <br /> .
