MEMORANDUM <br /> DATE: November 25, 1998 <br /> TO: Mayor and City C~ <br /> FROM: Brian Fritsinger <br /> SUBJECT: Renewal of Fire Service A2reement <br /> Introdnction <br /> As the Council is aware, the City's ten (10) year agreement for fire protection services with the <br /> Lake Johanna Volunteer Fire Department (LNFD) expires at the end of 1998, In September of <br /> 1997, the Arden Hills City Council held a joint meeting with the North Oaks and Shoreview City <br /> Councils, and representatives from the LNFD, to discuss the renewal ofthis agreement. At that <br /> meeting, the City Councils indicated that they were generally pleased with the fire protection <br /> services provided to the communities, but there was also a strong desire to strengthen <br /> communication between the LJVFD and the cities, <br /> . Backgronnd <br /> During this same time period in 1997, Arden Hills created a Task Force which reviewed the <br /> overall operations of the Fire Department. The Task Force completed this work with a series of <br /> recommendations which were presented to the City Council and became the basis for Arden Hills <br /> negotiations with LJVFD, Over the last year, stafffrom each ofthe cities, along with City <br /> Attorney Jerry Filla, have met on several occasions with representatives of the LNFD to develop <br /> a new Fire Protection Agreement. There was also another joint meeting held with all parties on <br /> August 19, 1998, <br /> The renegotiation has gone, for the most part, very smoothly and has resulted in the development <br /> of both a Joint Powers Agreement between the three communities, as well as a model Fire <br /> Protection Services Agreement. A number of the issues identified by the Task Force have been <br /> incorporated into the agreements; Other issues were not incorporated as the other communities <br /> and Fire Department did not agree; and other issues are of the nature they should be addressed by <br /> the Fire Board after its creation, <br /> .Ioint Powers Arreement <br /> ~ '. ".- . The Joint Powers Agreement would be entered into by the three cities and creates a Fire <br /> Protection Board to enhance communication between the LJVFD and the cities, The Board <br /> would consist of a Councilmember and the Chief Administrative Officer from each of the cities <br /> and the Fire Chief and one other member of the Fire Department. The Fire Protection Board <br /> would serve in an advisory capacity to the City Councils and make recommendations on matters <br /> . such as the annual budget and capital improvements program, purchasing of new fire equipment, <br /> facility improvements and other issues that impact fire protection services, The Fire Protection <br /> Board would meet on a quarterly basis, at a minimum, <br />
