MEMORANDUM DATE: November 23, 1998 TO: Mayor and City Council FROM: Brian Fritsinger, City Administrato@ SUBJECT: Community Development Director Position Back~round At its November 21,1998 City Council Worksession, the Council discussed the status of filling the vacant Community Development Director position previously held by Cindy Walsh. The City Council directed staffto present three options to the Parks and Recreation Commission for filling this position. The three options discussed by the Commission, at its December 1, 1998 meeting were: . Hire a full-time Parks & Recreation Director staff position. . Hire a full-time Parks DevelopmentIP1anner staff position. - . Create a joint parks department with a neighboring community. - While the City Council will need to consider the rehiring of this position in context with the remainder of the services provided by the City, the Commission did not. The Commission evaluated all three of these options for their advantages and disadvantages to the City as they relate to providing parks and recreation services. The attached outline was provided to the Commission to assist in identifying these items. In addition, I also attached the results of the community survey completed in 1996, which addressed various parks activities. What Recommendation did the Commission Make? The Commission recommended that the City hire a full-time Parks and Recreation Director. The advantages and disadvantages are identified on the attached form. Requested Action The City Council is asked to review the recommendation of the Commission and identify and evaluate any other advantages and disadvantages of the three identified options. Upon completion of this, the Council is asked to provide direction to the City Administrator on filling the Community Development Director position. Mayor Probst & Council member Keim were in attendance and can provide additional input as to the Commission's comments. .- ....
