He believes the strange configuration of the parcel, due to the topography, <br /> creates a hardship which justifies granting the variance as modified, <br /> Commissioner Nelson expressed his agreement with the hardship and noted, since the structure is <br /> open and will remain open, he would vote in favor of the motion. <br /> The motion carried unanimously (6-0). <br /> This Planning Case will be reviewed at the Monday, December 14,1998 City Council meeting. <br /> PLANNING CASE #98-32 - CARDIAC PACEMAKERS. INC. - 4100 HAMLINE <br /> A VENUE- SITE PLAN - PUBLIC HEARING <br /> Chair Erickson confirmed the Planning Case was announced in the November 18, 1998 <br /> publication of the Bulletin. The public hearing was opened at 8:15 p,m. <br /> Mr. Ringwald explained that the petitioner, Cardiac Pacemakers Inc., is requesting approval of a . <br /> site plan to allow for a minor expansion of 17,520 square feet to Building B at their campus. <br /> which is located at 4100 Hamline A venue. The expansion would not be seen by adjoining <br /> parcels or the public right-of-way. The building addition meets all the required setbacks and the <br /> exterior would match the existing exterior of Building B. The site currently has 1,265 parking <br /> spaces which is 109 parking spaces more than what is required to accommodate the proposed <br /> expansion to Building B. The building meets the height, floor area ratio, and lot coverage <br /> requirements and Staff considers this a minor addition to the campus and should not have an <br /> impact on the City or the adjacent properties. <br /> Mr, Ringwald advised that Staff is recommending approval of Planning Case #98-32, Site Plan, <br /> subject to the provision of sediment and erosion control measures adjacent to the affected area <br /> for development. If the Planning Commission makes a recommendation on this Planning Case, <br /> it would be heard at the Monday, December 14, 1998, regular meeting of the City Council. <br /> Mr, Gerald Matheson, 1356 W. Floral Drive, stated that he has lived at this address since the <br /> Cardiac Pacemaker's building was constructed and indicated he did not like the idea of the <br /> building going in due to the extra traffic, Additionally, during the winter, the snow plows work <br /> all night to clear the parking lot which creates noise. <br /> Mr. Matheson indicated that his primary issue at this time is with the parking on Floral Drive. <br /> He indicated when Cardiac Pacemakers (Guidant) has large gatherings, tents are put up in the <br /> parking lot and people park on Floral Drive so they won't have to walk from the rear parking . <br /> area. Some of the vehicles park in front of the mailboxes and, when this occurs, the mail carrier <br /> will not deliver the mail. <br />
