Adopting the 1999-2003 Canital Improvement Plan <br />The City Council is asked to adopt Resolution #98-77, adopting the 1999-2003 <br />Capital Improvement Plan. This plan is, for the most part, consistent with the <br />preliminary plan previously reviewed by the City Council. It does include some <br />modifications as a result of Council direction and further review of equipment <br />needs. <br /> <br />c. 1999 Utility Rates <br /> <br />1. Res. #98-78. Water Utility Rates <br />The City Council is asked to adopt Resolution #98-78, revising water <br />utility rates effective January I, 1999. Staff is recommending a slight <br />reduction in rates. <br /> <br />2. Res. #98-79. Sanitary Sewer Utility Rates <br />The City Council is asked to adopt Resolution #98-79, revising sanitary <br />sewer utility rates effective January I, 1999. The staff is requesting <br />. Council consideration of changes to the senior rates. <br /> <br />3. Res. #98-78. SWM Utility Rates <br />The City Council is asked to adopt Resolution #98-80, revising surface <br />water management (SWM) utility rates effective January 1, 1999. Staffis <br />recommending a slight increase in rates. <br /> <br />d. Res. #98-75. Clarifying Final Sums of Money to be Levied for Lery Year <br />1998. Payable in 1999 <br />The City Council is asked to adopt Resolution #98-75, clarifying fmal sums of <br />money to be levied for levy year 1998, payable in 1999. The City Council <br />reviewed the proposed levy at the December 7th Truth in Taxation hearing, and <br />did not request any significant changes. As a result, the levy, after HACA, is <br />proposed at $1,923,937. <br /> <br />e. Res. #98-76. Adopting the 1999 Bud~et <br />The City Council is asked to adopt Resolution #98-76, adopting the 1999 budget. <br />The budget has been revised based on Council input from the past several months. <br />Those items are outlined in the staff memorandum. <br /> <br />f. Res. #98-73. Reannortionment of Assessments <br />The City Council is asked to adopt Resolution #98-73, relating to apportionment <br />. of assessments relating to Improvement No. 96RECON5YR, <br />
