(Exhibit A), <br /> <br />. <br /> <br />Background, Bethel College is currently operating on a Special Use Permit (SUP) <br />which was issued in March of 1978 in Planning Case 78-05. In September 1980 the <br />Master Plan was amended to allow for site plan approval of those requests which are in <br />conformance with the Master Plan. The master plan was updated in 1996, Planning Case <br />96-29 and 96-26A (to be effective for a 10 year period ending with the 2006-2007 school <br />year). <br /> <br />Site Plan. The proposed parking lot is shown as tennis courts on the Master Plan which <br />was approved as part of Planning Case 96-26 (Exhibit B). Staff has determined the <br />parking lot to be similar in nature to the approved tennis courts. However, if the tennis <br />courts are to be relocated, either now or in the future, then this would require an <br />amendment to the master plan. <br /> <br />The proposed parking lot circulation appears to have several potential problem areas that <br />should be reviewed. As shown in Exhibit A 617, when parking in Area 1, traffic will <br />have to circulate to the rear of the parking Jot to exit. Area 2, may be difficult for vehicle <br />exiting the stall to see cars moving towards the exit. Area 3, may be confusing due to <br />vehicles entering from both directions. Vehicles backing out of Area 4 will be going <br />against traffic. Staff recommends the applicant review the circulation through out the <br />parking lot. <br /> <br />The Special Use Permit (78-05) states in condition (#9) that parking shall be provided as <br />follows: <br /> <br /> a. <br /> b. <br /> c. <br />e d. <br />e. <br /> <br />Aparfn1ents - 1.5 spaeesper dwelhng unit, <br />Dormitories - .3 spaces per bed, <br />Non-Resident Student Parking - .5 spaces per off-campus student or .3 spaces <br />per seat oflargest assembly facility, whichever is greater, <br />Faculty and Staff - .75 spaces per member, <br />Athletic Facilities - .3 spaces per seat, and <br />
