Spaces shall be reserved and a site (or sites) prepared for overflow parking. a <br />Such area need not be surfaced. .. <br /> <br />The applicant currently has a parking demand of 1,511 parking spaces and has 1,806 <br />parking spaces on site. Therefore, the site contains sufficient parking spaces to meet the <br />minimum requirements of the Special Use Permit. However, students, visitors, and staff <br />have been having difficulty finding parking during peak times. <br /> <br />The College is taking several steps to reduce the parking problem besides adding the <br />parking lot. The following is a list of actions the college will be taking to reduce the <br />problem along with adding the parking lot. <br /> <br />. Freshmen will not be allowed to have cars on campus. For special needs a small <br />number of spaces will be allotted and available by appeal. <br /> <br />. Shuttle service will be expanded to allow for increased student needs. <br /> <br />. Car-pooling incentives are being implemented for faculty and staff. <br /> <br />. A vehicle registration fee, of $40 per semester, will be implemented for all <br />students. This registration fee, similar to that levied at other area schools, will be <br />used for purposes such as: increased shuttle service, lot security, and the <br />construction and maintenance of new and existing parking lots. <br /> <br />The applicant is proposing to add additional lighting. There currently is lighting along <br />the west side of the tennis courts for the trail. The applicant is proposing four (4) 400 . <br />watt high pressure sodium fixtures on 25 foot poles. Two are proposed on the east side <br />and two on the west side. <br /> <br />Deadline for Ageney Aetions. The City of Arden Hills received the completed <br />application for this request on March 26, 1999. Pursuant to Minnesota State Statute, the <br />City must act on this request by Tuesday, May 25, 1999 (60 days), unless the City <br />provides the petitioner with written reasons for an additional 60 day review period. The <br />additional review period would extend to Friday, July 23, 1999. The City may, with the <br />petitioners consent, extend the review period beyond the Friday, July 23,1999, date. <br /> <br />Reeommendation, The Planning Commission recommends approval of Planning Case <br />#99-05, Site Plan, to create additional parking subject to the following conditions: <br />1. lfthe relocation ofthe tennis courts is to be relocated on the Bethel Campus, under a <br />special use permit, an amendment to the Master Plan be acquired, <br />2. Review of the parking lot layout by the applicant's engineer, and either moditying <br />the parking lots design or supplying a statement that it can operate safely. <br />3. Maintenance of the vegetative buffer on the west side of this parking lot in <br />accordance with the Shoreland Ordinance. <br />6. Compliance with the Lighting Standards of the Zoning Ordinance. <br />7, Confirmation that handicap spaces will be provided. <br />8. A finding that the grade of the roadway is acceptable. <br /> <br />. <br />
