The <br />applicant has been following this procedure in some areas, but did not want to be required to do . <br />this in all areas. Mr. Husnic noted that the older area ofthe mobile home park contains smaller <br />lots. When only one single wide home is removed, a double wide home often times will not fit <br />on one smaller lot. <br /> <br />Chair Erickson stated that he still did not understand the objection to incorporating the entire <br />park under one special use permit. Ms. Randall stated that applicant was concerned that the <br />current lot sizes would not meet the requirements of the special use permit. She indicated that <br />this was one issue that needed to be reviewed for the entire park. Over the years many small <br />changes have occurred. Many of these changes have been positive, but the City needs to know <br />the current status of the park. When special use permits are amended several times, eventually <br />all the amendments must be looked at as a whole in order to determine what modifications are <br />required. There were many updates to the mobile home park that have not been updated in the <br />special use permit and this must be amended to accurately depict the current status ofthe park. <br />There also has never been a master plan for the mobile home park. <br /> <br />Ms. Randall stated that it was not staffs intent to restrict the applicant from laying out the lots <br />and installing the double wide homes as he wishes. The intent was that a great deal of changes <br />have already been made and staff wanted to start the process of incorporating these changes into <br />the special use permit. This may include changes to the special use permit to allow for different <br />lot sizes between the northern and southern sections of the park. Most new residents of mobile <br />home parks want double wide homes and this needs to be considered when older home . <br />deteriorate. <br /> <br />Chair Erickson noted that the recommendations from staff dealt mostly with the parking and turn <br />around at the end of Banyan Street. Beyond this was simply that the applicant work with the <br />City over the next two years to update the special use permit. Ms. Randall stated that it would <br />benefit the applicant to create a flexible special use permit that would allow the applicant to <br />remove the deteriorating homes and replace them with new homes throughout the park. <br /> <br />Chair Erickson asked what the current requirements were for cul-de-sacs. Ms. Randall explained <br />that cul-de-sacs require a 60-foot radius. She suggested that the applicant could paint the radius. <br />Chair Erickson noted that the intent of requiring this turn around was to ensure access by <br />emergency vehicles and other large vehicles. <br /> <br />Commissioner Rye asked if the park's utilities were public or private. Mr. Husnic stated that he <br />was attached to City utilities and pays the same as a resident for water and sewer. <br /> <br />Commissioner Sand noted that the northern area being discussed was depicted differently on the <br />drawing than what staff had demonstrated earlier. He asked if there was some way to define <br />exactly what was contained in the northern portion for the purposes of the special use permit. <br />Ms. Randall stated that the northern portion being discussed was an area not covered by the <br />current special use permit and there are several different maps of what has been in this location <br />over the years. <br /> <br />. <br /> <br />Chair Erickson closed the public hearing at 9:36 p.m., as no one else wished to address the <br />Planning Commission. <br />
