Staff recommended no parking on the end and sides of the cul- <br />de-sac to allow for traffic turnaround. <br /> <br />Ms. Randall advised that staff recommended approval of Planning Case 99-16, Special Use <br />Permit, to modify the north portion of the Arden Manor Mobile Home Park subject to the <br />following conditions: <br /> <br />1. The applicant work with the City to update the special use permit for the entire <br />park within the next two years. <br /> <br />Ms. Randall stated the reason for the two year time limit was the reconstruction of Highway 96, <br />which may effect some of the units on this side of the park. <br /> <br />2. "No Parking" signs be placed on the end of Banyan Street and along the sides 100 <br />feet from the end of the street. <br />3. Banyan Street be marked to show parking and drive lanes to be approved by the <br />City Engineer. <br /> <br />If the Planning Commission makes a recommendation on this Planning Case, and no additional <br />documentation was needed from the applicant, then it would be heard at the September 27,1999, <br />regular meeting of the City Council. <br /> <br />With regard to condition number two, Commissioner Sand assumed that this referred to the west <br />end of Banyan Street. Ms. Randall stated that this was correct. Commissioner Sand asked how <br />parking was handled at the east end of Banyan Street. Ms. Randall stated that she was not sure, <br />however, she did not believe that parking was an issue in this area. Commissioner Sand assumed <br />that the intent was to allow parking all along Banyan Street, not just the west half. Ms. Randall <br />stated that some existing units may not need on-street parking, however, the street was wide <br />enough that parking could be provided all along the street. Commissioner Sand noted the <br />drawing indicates that Abele Street is fairly wide, except it narrows where it turns into Banyan <br />Street. Ms. Randall agreed. She stated that side street parking was currently allowed all along <br />this street. Commissioner Sand confirmed that there were no problems with emergency vehicles <br />getting through the streets with on-street parking. Ms. Randall stated that this has not been a <br />concern. <br /> <br />Mr. Frances Husnic, Arden Manor Mobile Home Park, stated that the drawing presented to the <br />Planning Commission was not accurate and presented them with new drawings ofthe north <br />portion of the park, before and after reconstruction. He explained some of the improvements <br />made to the area and stated that there was no need for Abele Street to remain, as Banyan Street <br />was 60 feet wide. The intent was to design on-street parking for the north and south side of the <br />street. <br /> <br />Mr. Husnic expressed concern for being in violation if the north portion of the park was included <br />in the special use permit as any homes that were removed would not be allowed to be replaced. <br /> <br />Chair Erickson asked Ms. Randall to explain what portion of the mobile home park was included <br />in the special use permit and how the special use permit would effect the north portion of the <br />park. Ms. Randall demonstrated on the drawing the amount of the southern portion included in <br />the special use permit. She believed that the applicant was objecting to being required by the <br />
