The Rice Creek North <br />property is protected by the Home Rule Charter for Ramsey County which states that there will be <br />"no net loss of parkland." In accordance with this policy, parkland converted to a different use must <br />be replaced in an equivalent amount and of similar quality, <br /> <br />Metropolitan Council regional park funds and Federal Land and Water Conservation (LA WCON) <br />funds were used to acquire the Ramsey County property. The conversion of parkland purchased with <br />LA WCON funds to a different use requires replacement property of-equal or greater appraised value <br />and of equivalent recreational usefulness, <br /> <br />The proposed construction of Rice Creek Parkway will cross approximately 1,400 feet of Ramsey <br />County's Rice Creek North Trail site. The parcel of county property required for Rice Creek <br />Parkway is 6.21 acres in size and is a mix of wetland and sloping upland. There are no structures or <br />any recreational enhancements (i.e. trails) within or abutting the impacted property, The proposed <br />roadway has been designed to minimize, to the extent practical, the extent of encroachment into the <br />Rice Creek North property. <br /> <br />The proposed project will provide 10 acres for youth athletic fields. The components and design of <br />the youth athletic fields will be studied further by the City of 5horeview. A new trail along the <br />eastern and southern edge of the residential units is also proposed. The new trail will cross Rice <br />Creek via a newly constructed pedestrian bridge and connect to the existing Rice Creek North trail <br />system. <br /> <br />1.4.13 Infrastructure and Public Services <br /> <br />(a) Utilities <br /> <br />Lateral connections to available trunk service will be required to serve the project site. The proposed <br />Rice Creek Parkway will traverse the two 60-inch diameter aqueducts owned by the 51. Paul Water <br />Utility. Initial contacts with the 51. Paul Water Utility indicate that, while they try to minimize the <br />number of crossings over these aqueducts, such a crossing may be possible. The City proposes <br />therefore to lower the two aqueducts over a distance of approximately 400 feet to allow for the Rice <br />Creek Parkway crossing. <br /> <br />In a related project, the City of Shoreview will be providing municipal water service to the project <br />site via an extension of the existing water main located to the east, along Lexington Avenue, The <br />proposed water main will be extended west to the property;1hen southerly to connect t{) -QIl existing <br />dead-end water main located in Schutta Road. Lateral extensions through the minor streets of the <br />proposed development will provide water service to the individual parcelslbuildings. <br /> <br />Municipal sanitary sewer service is provided indirectly by a sixty inch (60") Metropolitan Council <br />Environmental Services (MCES) Interceptor, which runs along the easterly boundary of the project <br />site.
