<br />r <br /> <br />l (1(\1 <br /> <br />(b) Schools <br /> <br />The proposed project would result in approximately 91 additional students from the housing units. <br />Approximately 60 ofthe additional students would be evenly divided among the six grade levels at <br />Pinewood Elementary School. If these students were to arrive in the Winter of 1999, one additional <br />classroom would be added for Kindergarten and one for Grade 4. This could be accommodated <br />within the Pinewood Elementary School building, without deviating from District classroom size <br />target ranges. <br /> <br />The relatively small projected increase at the junior and senior high schools is not expected to <br />significantly impact school operations even in the short term. There is currently relatively more <br />unused capacity at the District's junior. and senior high schools, Edgewood and Irondale, <br />respectively, than at the elementary schools. <br /> <br />Overall, the Mounds View School District is expecting a long-term, gradual decline in school <br />enrollment. Therefore, the additional student population generated by the housing units proposed <br />for the project site will not have a significant impact on long-term District school operations. <br /> <br />1.4.14 Compatibility With Plans <br /> <br />The type, mix and density proposed for Rice Creek Corporate Park is corisistent with the type, mix <br />and density of land uses designated in the amended Comprehensive Plan for the project site. <br /> <br />The proposed Rice Creek Parkway traverses Ramsey County-owned property designated recreation <br />open space/park in the current Comprehensive Plan. This property is part of the Rice Creek North <br />Regional Trail property referred to in the Rice Creek North Regional Trail Corridor Master Plan, <br />("Rice Creek North Master Plan") prepared by Ramsey County Parks and Recreation Department, <br />December 1997. <br /> <br />The Ramsey County Home Rule Charter and County Board Resolution No. 93-201 establish a "no <br />net loss of park land" policy. In addition, LA WCON funds provided partial funding for Ramsey <br />County acquisition of a portion of this property. As a result, the City's proposed construction of Rice <br />Creek Parkway through Ramsey County property will require City conveyance of suitable <br />replacement property to satisfy the Ramsey County "no net loss" policy as well as federal LA WCON <br />requirements. This proposal is expressly recognized in the Rice Creek North Master Plan (Vll-2) <br />which states that "in order to provide road access from County Road I, the City would propose to <br />exchange a part of their (MnIDOT] parcel contiguous to an existing scenic easement acquired by <br />Ramsey County along the southern boundary of the University property, for an equivalent portion <br />of the trail corridor adjacent to Interstate Highway 35W right-of-way." <br /> <br />1.5 MITIGATION PLAN <br /> <br />As documented in the DElS the mitigation measures proposed for the alternative project are <br />substantially the same as the proposed project. <br /> <br />WISP ARK Rice Creek Corporate Park <br />Draft EIS <br /> <br />December 10, 1998 <br />Page 10 <br /> <br />I <br />.' <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />. <br /> <br />. <br />
